Duties
This position is located within the Department of the Interior, Bureau of Safety and Environmental Enforcement, Associate Director for Administration, Management Support Division, Support Services Branch, Facilities Team in Houston, TX.
At the full performance level (GS-11) the major duties of this position include, but are not limited to the following:
1. The incumbent will administer the support services program in the areas of space planning, facilities management, property management, parking, printing and copy management and collateral duty safety officer (CDSO).
2. The incumbent works with BSEE managers and MSD to ensure compliance with Bureau space policy about space requirements, utilization, and building alterations, and coordinates the development of data, reports, drawings, specifications and other required items.
3. The incumbent monitors specific building services, including mechanical and electrical systems, heating and air conditioning, elevators and plumbing.
4. The incumbent serves at the representative for personal and real property programs and assists the property team with conducting inventories.
5. The incumbent serves as the local staff specialist on a variety of facilities management functions with specific responsibility for implementing Headquarters policies and procedures related to the health and safety of employees.
6. The incumbent serves as the liaison to SSB-GOMR for building safety meetings, building alterations, issuing office keys and onsite parking.
7. The incumbent assists with various correspondence. Prepares in both draft and final form a variety of material including memoranda, letters, and reports.
8. Maintains purchase card authority and COR certification, ensuring the completion of all appropriate training and by following all applicable laws, regulations, and procedures.
The Bureau of Safety and Environmental Enforcement has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
This position is included in a bargaining unit. The American Federation of Government Employees (AFGE), Local 3457, is the exclusive representative of all employees in this bargaining unit.
Salary Information
GS-09: $69,154 (Step 1) - $89,900 (Step 10)
GS-11: $83,671 (Step 1) - $108,769 (Step 10) per annum.
First time hires to the Federal government normally start at the lower salary range of the grade level.
This vacancy may be used to fill additional positions as vacancies become available.
Qualifications
Minimum Qualification Requirements:
To qualify for this position you must meet the (1) Basic Educational Requirements AND/OR (2) Specialized Experience for the series to which you are applying.
GS-09
To qualify for the GS-09 grade level applicants must meet either A, B or C as defined below.
A. Specialized Experience - To qualify for the GS-09, you must possess at least one full year of specialized experience equivalent to the GS-07 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience in ALL of the following:
Placing routine service calls to lessors or maintenance contractors to request repair of office machines and equipment.
Maintaining office supply and forms, reordering supplies to maintain predetermined stockage levels, and issuing materials to authorized personnel.
Maintaining property and equipment, conducting physical inventories, and adjusting routine discrepancies. Must Meet All

B. Education: 2 full years of progressively higher-level graduate education or a master's or equivalent graduate degree in public administration, business administration, industrial engineering, industrial management, or other administrative or management fields related to the position.

C. Combination - A combination of specialized experience and education that equals 100% of the requirement for the GS-09 grade level.
GS-11
To qualify for the GS-11 grade level applicants must meet either A, B or C as defined below.
A. Specialized Experience - To qualify for the GS-11, you must possess at least one full year of specialized experience equivalent to the GS-09 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience in ALL of the following:
Preparing purchase orders for conventional office equipment, supplies, and materials and for repairs and service.
Experience monitoring building services, including mechanical and electrical systems, heating and air conditioning, elevators and plumbing to ensure proper function.
Experience in space utilization for an organization to insure optimum use and management of office layouts. Must Meet All
OR
B. Education - Completed a Ph.D. or equivalent doctoral degree or three full years of progressively higher-level graduate education leading to such a degree in public administration, business administration, industrial engineering, industrial management, or other administrative or management fields related to the position.
OR
C. Combination - A combination of specialized experience and education that equals 100% of the requirement for the GS-11 grade level.
Driver's License Requirement: Please note: You will be required to operate a government vehicle, to complete assigned tasks (i.e. site visits, maintaining government vehicle, etc.); therefore you must be able to obtain and maintain a valid state driver's license.
