The National Indian Gaming Commission's primary mission is to work within the framework created by the Indian Gaming Regulatory Act (IGRA) for the regulation of gaming activities conducted by tribes on Indian lands to fully realize IGRA's goals: (1) promoting tribal economic development, self-sufficiency and strong tribal governments; (2) maintaining the integrity of the Indian gaming industry; and (3) ensuring that tribes are the primary beneficiaries of their gaming activities.
Duties

This Financial Specialist position is in the Finance Division under the direct supervision of the Financial Services Manager. The incumbent will review and analyze complex financial data, review management agreements, and conduct complex discussions with tribes and other external parties to the management agreements, assist in budget process, calculate various user charge rates, and prepare reports and analyses which are critical to the agency's financial operations. The incumbent may work with various Divisions and other programs of the agency to carry out duties.
Major duties at the full performance level include but are not limited to the following:
Distribute correspondence related to management contracts; update NIGC tracking database to reflect all activities and current status related to management contracts, amendments, and background investigations; maintain all files related to management contracts, amendments, and background investigations; coordinate the process of updating weekly management contract status report to ensure accuracy and distributes timely.
Prepare management contract submission and review checklists to ensure accuracy and completeness of the contract review process; review and analyze gaming management contracts to determine if they meet the requirements of the Indian Gaming Regulatory Act (IGRA) and the NIGC regulations; conduct complex discussions with tribes and other external parties to the management agreements; analyze business plans and financial projections to determine if the compensation terms comply with federal law; analyze other collateral documents submitted with management contracts to ensure that IGRA is not violated.
Draft memorandum summarizing the contract provisions and draft the external correspondence; coordinate the review process with the Office of General Counsel; identify specific contract deficiency issues and other issues that must be addressed prior to Commission approval; recommend approval or disapproval of management contracts.
Calculate background investigation and fingerprint processing billing rates every year, including collecting and analyzing all related costs, tracking actual billing hours, and calculating rates to ensure full recovery of the agency's costs for conducting background investigations and processing fingerprints and submit to the Chief Financial Officer for publication of the rates prior to the statutory deadlines.
Track Time & Expenses report submitted by the financial background investigators; update and maintain the background investigation billing spreadsheet and update data into BillQuick; work with Accountant to reconcile BillQuick and issue invoices; monitor background investigator's billed hours to analyze individual/group utilization rate every month and submit to Chief Financial Officer for review.
Assist in annual budget process as required, including template preparation and distribution, budget consolidation, budget submissions analysis and finalization; work with functional areas to review data and resolve issues; provide year-over-year actual vs budget comparison analysis; assist in the preparation of final budget presentation package to the Commission.
Assist in gross gaming revenue (GGR) data analysis process as required, including working with the Audit group to analyze GGR data to ensure data integrity and accuracy; summarizing and performing trending analysis and preparing charts for the presentation of GGR; assisting in the draft of annual gaming revenue press release.
Maintain and update NIGC data in the FedDebt system; track and update NIGC civil fines receivable report to reflect receipts and adjustments each quarter.
Assist in the agency's new accounting software selection, conversion and implementation project; assist in the agency's internal and external audit process.
Perform ad-hoc financial analyses and other duties as required.

GG-11: $82,764 - $107,590
GG-12: $99,200- $128,956
GG-13: $117,962- $153,354
This is a permanent, full-time, position in the Excepted Service. Competitive Civil Service status is not acquired under this appointment. New appointees to the Federal Government must serve a two-year trial period. Merit promotion procedures do not apply.
The NIGC has determined that the duties of this position are suitable for telework with supervisory approval.
Qualifications

Education Requirement:
To meet the education requirement for this position, you must have:
A Bachelor's degree (or higher-level degree) in finance, business administration, economics, accounting, or other related fields. Degree must be from a college or university accredited by the U.S. Department of Education.

In addition to meeting the education requirement and general qualifications, you must have at least 1 year of specialized experience equivalent to the GS-9 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as performing the following (must meet all):
Analyzing contracts, financial or economic data using quantitative techniques to identify trends;
Demonstrated understanding of basic accounting principles and financial statements;
Preparing reports with moderate supervision;
Participating in discussions with internal parties to articulate issues; and
Using Excel and Microsoft Office applications to analyze financial or economic data.
**Experience in working in Indian Country, or with Indian Gaming is preferred, but not required.
GG-12 Specialized Experience:
In addition to meeting the education requirement and general qualifications, you must have at least 1 year of specialized experience equivalent to the GS-11 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as performing the following (must meet all):
Maintaining and updating tracking systems to reflect activities and status of financial operations;
Analyzing contracts, financial or economic data using qualitative and quantitative techniques to identify trends;
Demonstrated proficiency using Excel and Microsoft Office applications to analyze financial or economic data;
Participating in discussions with internal and/or external parties to articulate complex financial issues; and
Processing and preparing recurring and ad-hoc financial reports.
**Experience in working in Indian Country, or with Indian Gaming is preferred, but not required.
GG-13 Specialized Experience:
In addition to meeting the education requirement and general qualifications, you must have at least 1 year of specialized experience equivalent to the GS-12 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as performing the following (must meet all):
Maintaining and updating tracking systems to reflect financial activities and status, and making recommendations for improved tracking of financial activities and operations;
Analyzing contracts, financial or economic data using qualitative and quantitative techniques to identify trends, as well as anomalies and deficiencies in the data that must be addressed;
Demonstrated proficiency using Excel and Microsoft Office applications to analyze financial or economic data;
Analyzing contracts and/or business or financial plans to ensure statutory or regulatory compliance;
Leading discussions with internal and external parties to articulate complex financial issues;
Analyzing financial data from various sources (e.g., contracts, business plans, audit findings, collateral documents) to compile data into cohesive evaluations and complex reports.
