You will serve as a Cartographer or Land Surveyor in the Support Branch, Real Estate Business Line of NAVAL FACILITIES ENG SYSTEMS COMMAND PAC. This is an interdisciplinary position which will be filled by one of the following job series: Cartographer (1370) or Land Surveyor (1373). A Cost-of-Living-Allowance (COLA) of 8.9% will be added to the stated salary. COLA is subject to change at any time.

Duties

You will acquire, manage, and dispose of Navy and Marine Corps real property and related personal property in the Pacific Ocean area. You will serve as the secondary expert and authority on property surveying and cadastral mapping of Navy lands in the Pacific area, including validity of property lines and corners. You will be responsible for meeting all legal requirements for recording maps and legal descriptions in Hawaii and Guam. You will establish and maintain complete records of real estate holdings under the control of the Navy, including the compilation of indices and title muniments. You will serve as an advisor to contract selection boards and prepare estimates of contract fees.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of Specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing support to real estate land acquisition, management, and disposal programs in the form of property maps and legal descriptions along with the compilation of property maps and records into a cadastral system; 2) Surveying and cadastral mapping in the Pacific area and validating property lines and corners; 3) Designing maps and map content based on customer requirements utilizing new and innovative techniques; 4) Recording maps and legal descriptions that meet all legal requirements; 5) Researching titles, identifying owners of land and encumbrances of record, checking abstracts and Certificates of Title prepared by title companies; 6) Preparing, obtaining, and maintaining files of real estate related drawings, maps, and cadastral plats and reviewing work of contractors; and 7) Preparing work statements and specifications for securing boundary surveys, maps, and legal descriptions from private survey firms. Education

Applicants must possess the following basic education requirements.

Applicants for the 1370 series must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Degree: cartography; or a major that included or was supplemented by at least 30 semester hours in cartography and/or directly related science, and related mathematics. Such course work includes, but is not limited to, cartography, astronomy, geodesy, photogrammetry, physical and geological oceanography, computer science, land surveying, geophysics, physical geography, and remote sensing. The 30 semester hours must have included at least 6, but no more than 15, semester hours of college level, non-business mathematics or statistics (i.e., college level algebra, trigonometry, calculus, or scientific mathematics or statistics requiring equivalent college-level courses as prerequisites).

OR

Combination of education and experience -- courses equivalent to a major in cartography, or a major that included or was supplemented by at least 30 semester hours in cartography, and/or directly related science, and related mathematics, as shown in A above, plus appropriate experience or additional education.


Applicants for the 1373 series must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Degree: land surveying; or civil engineering with a surveying option/emphasis. The civil engineering major must have included at least 6 semester hours of surveying, 3 semester hours of land law, and 21 additional semester hours in any combination of the following: surveying, photogrammetry, geodetic surveying, geodesy, route surveying, remote sensing, cartography, survey astronomy, land information systems, computer-aided mapping, aerial photo interpretation, and survey analysis and adjustments.

OR

Combination of education and experience -- courses equivalent to a major in land surveying or civil engineering as described in paragraph A, plus appropriate experience or additional education.

OR

The basic requirements for this series may be fully satisfied by a current registration as a land surveyor in a State, territory, or the District of Columbia obtained by written examination. Such registration must have been obtained under conditions outlined in the National Council of Engineering Examiners (NCEE) Unified Model Law for Registration of Surveyors. Applicants wishing to be considered under this provision must show evidence of registration based on successful completion of the written examinations. Registrations granted prior to adoption of a registration law with qualification requirements equivalent to the NCEE Model Law by the State, territory, or District of Columbia are not acceptable under this option. To be considered equivalent to the NCEE Model law, registration laws must include the four options listed within the NCEE Unified Model Law in the section specifying "General Requirements for Registration" as a Professional Land Surveyor.
