The primary purpose of this position is to serve as a Paralegal Specialist/Victim and Witness Assistance Program (VWAP) Coordinator, assisting commanders and first sergeants by providing administrative and office automation duties to support the legal specialists, military and civilian attorneys and others assigned to the Office of the Staff Judge Advocate.

Duties

Provides legal assistance and guidance to clients. Provides paralegal support for the Staff Judge Advocate and other staff attorneys. Victim Witness Assistance Program Coordinator. Serves as the program coordinator responsible for ensuring congressionally mandated rights of victims are protected and the role of victims and witnesses in various disciplinary processes are enhanced. Installation Ethics Program Administrator. Conducts the management of the Installation Ethics Program. Manages designs, develops, upgrades, installs and maintains office automation systems, including hardware, software, and voice mail communications systems for the Columbus Air Force Base Legal Office and Tax Center.

  • Employee may be required to function as a Notary Public. Must be able to satisfactorily complete training to become a Notary Public and be able to meet bonding or other requirements inherent in the appointment as a Notary Public.
  • Employee may be required to satisfactory pass communications requirements to work as a CSA or IAO to support the base legal office and tax center.
  • The incumbent must have the ability to type a minimum of 40 WPM.
  • May occasionally be required to work other than normal duty hours and/or Shift work may be required which may include overtime and/or irregular hours.
  • Must be able to obtain and maintain the appropriate security clearance.
  • An associate degree from a regionally or nationally accredited college or university in Paralegal Science (or similar field) is desired.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes knowledge of basic legal principles and concepts to interpret and apply, or explain to others the application of, a body of law, regulations, precedents, and practices covering one or more recurring types of legal actions encountered in the Office of the Staff Judge Advocate. OR EDUCATION: Have successfully completed one full academic year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position; or I have a bachelor's degree in education, or a subject area related to the position and am claiming Superior Academic Achievement. NOTE: You must submit copies of your college transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: Have less than the full amount of specialized experience described in the job opportunity announcement; however, I have completed some graduated-level education which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. Therefore, I have a combination of experience and education. NOTE: You must submit a copy of your college transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of rules, procedures, policies, and programs of the Office of the Staff Judge Advocate to perform the procedural and administrative work of the organization such as preparing and editing legal documents and administrative correspondence, maintaining files and records, and assembling information for various legal documents and reports; knowledge of legal services and terminology in the area of claims, civil law, military justice, legal assistance, and legal research techniques; and knowledge of grammar, spelling, capitalization, punctuation, and required legal formats and directives regarding preparation of written communications to produce legal and administrative documents and communications. Knowledge of office functions to screen telephone calls and visitors, prepare and review correspondence, and perform other administrative work of the organization. Knowledge of computers, computer software, tools, and techniques to support office operations and produce a variety of documents such as letters, reports, spreadsheets, databases, and graphs. Knowledge of hardware and software installation and integration requirements for office automation systems, LAN administration, and working knowledge of JA specific software/web based programs is required. Skill in logic and interpersonal skills to conduct interviews, recognize, explore, and exploit leads, detect discrepancies in information, distinguish between relevant and irrelevant information, and analyze, interpret, and evaluate information obtained is required. Ability to interpret, communicate orally and in writing and apply regulatory and procedural requirements to process unusually difficult and complicated transactions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
