The employee will serve as the Administrative Officer as a staff resource to the Associate Chief of Staff (ACOS) for Extended Care and Rehabilitation (EC&R) Service located at the Veterans Affairs Healthcare System in Fargo, ND.
Duties

This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-11. At the GS-9 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-11. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher-level work, and availability of funds.
The primary purpose of this position is to provide management with the administrative leadership necessary to effectively operate and direct the operational functions of the EC&R programs. Duties will include, but may not be limited to the following:
Plans, organizes, evaluates, coordinates, and implements the complex administrative activities of the service.
Develops strategic plan and resource management plans summarizing the results and operation of the programs and presents the information to the ACOS.
Coordinates with the service staff and administration as to policies and procedures to be implemented and recognized as a specialist by medical and administrative staff in the areas of healthcare systems administration and policy and procedure formulation.
Serves as an analyst applying a wide range of qualitative and quantitative methods for the assessment and improvement of program effectiveness or improvement of complex management processes and systems.
Monitors data using statistical tracking systems and serves as the point of contact, working closely with all levels of clinical and administrative staff in the medical center. Uses varied databases and computer applications (e.g., spreadsheets, databases, word processing, graphic generation, desktop publishing programs) to bring data together into one comprehensive report.
Conducts or directs special studies to resolve administrative problems and provides the basis for planning, organizing, and controlling operations, including involvement of outside concerns.
Applies excellent oral and written communication skills to generate a variety of correspondence, reports, narratives/summaries, and respond to inquiries from patients, members of congress and the public.
Serves as the Contracting Officer Representative for contracts for services in excess of 1.3 million dollars. Develops statements of work, quality assurance surveillance plans and evaluation criteria.
Serves as liaison with Human Resources to coordinate recruitment and interviews, submission of required documents for personnel actions, and provides guidance to leadership on local and national policies and procedures.
Performs other duties, as necessary.

GS-9 SPECIALIZED EXPERIENCE: Requires one full year of specialized experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-7) in the normal line of progression for the occupation in the organization. Specialized experience includes applying a wide range of qualitative and quantitative methods for the assessment and improvement of program effectiveness; monitoring data using statistical tracking systems and varied databases and computer applications (e.g., spreadsheets, databases, word processing, graphic generation, desktop publishing programs) to bring data together into one comprehensive report. -OR-
GS-9 SUBSTITUTION OF EDUCATION FOR EXPERIENCE (TRANSCRIPT REQUIRED): Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. -OR-
GS-9 COMBINATION OF EDUCATION AND EXPERIENCE (TRANSCRIPT REQUIRED): Equivalent combinations of successfully completed Graduate education in excess of one year combined with specialized experience as described above may be used to meet total qualification requirements.
GS-11 SPECIALIZED EXPERIENCE: Requires one full year of specialized experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-9) in the normal line of progression for the occupation in the organization. In addition to the specialized experience for the lower grade level above, specialized experience for this GS-11 includes developing strategic and resource management plans summarizing the results and presents the information to leadership; working with Human Resources to coordinate recruitment and submission of required documents for personnel actions; and serving as contracting officer representative and approving official ensuring purchase card holders adhere to procurement requirements. -OR-
GS-11 SUBSTITUTION OF EDUCATION FOR EXPERIENCE (TRANSCRIPT REQUIRED): Successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. -OR-
GS-11 COMBINATION OF EDUCATION AND EXPERIENCE (TRANSCRIPT REQUIRED): Equivalent combinations of successfully completed Graduate education in excess of two years combined with specialized experience as described above may be used to meet total qualification requirements.
