This position serves as the Health System Administrator of the Inscription House Health Care Center (IHHC) and exercises responsibility and accountability for managing the ambulatory care and community health services to approximately 4,500 beneficiaries and provides over 20,000 outpatient visits per year. IHHC is located within the Kayenta Service Unit (KSU).

Duties

Performs independent executive leadership and is responsible for day-to-day operation and responsible for planning, organizing, directing and evaluating the following health care services: administrative, clinical and nursing. Ensures appropriate employees demonstrate the knowledge, skills, and abilities necessary to provide care related to the unique needs of the patient population. Ensures health care providers and practitioners are properly and appropriately licensed, credentialed and privileged as required for specific specialties and professions. Participates with the Governing Body and KSU executive management team in formulating plans, policies, and directives for health care and public health services. The incumbent is responsible for the management and oversight of program quality improvement. The incumbent will ensure that clinical, nursing, community health and administrative activities are in compliance with requirements of accreditation and regulatory agencies. To develop, implement, and maintain policies and procedures to supplement Department of Human & Health Service (DHHS), Indian Health Service (IHS), and Office of Personnel Management (OPM) rules, policies, regulations, procedures. Hires employees and recommends promotions, details, reassignments, separations and other personnel actions relating to health center staff. Works with KSU Human Resources and IHHC staff to alleviate and resolve recruitment and staffing problems. Ensures development of the IHHC budget consistent with the KSU financial planning. Oversees, promotes, and reports all third-party billing and collection activities of IHHC. Responsible for the management, maintenance, and safety of the health facility building(s). Responsible for establishing, implementing, monitoring and evaluating long and short-term plans to achieve nursing and clinical program goals and objectives.

BASIC REQUIREMENT(S): Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. or Specialized Experience: (for positions above GS-5): Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems. Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below. MINIMUM QUALIFICATIONS: GS-13: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-12 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Working as a health care team member who was responsible for managing departmental activities within a health care delivery system such as a hospital or free-standing ambulatory health care clinic. Duties may have included planning, implementing, and evaluating short- and long-range goals; establishing and maintaining health care systems to meet internal and external quality standards; preparing and presenting budgets and operational plans; supervision and being accountable for appropriate obligations of funds. Time In Grade - Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
