You will serve as a Biological Science Technician within the USDA, APHIS, WS and performs duties relating to wildlife management and use of techniques aimed at controlling damage caused by wildlife to help protect agriculture, natural resources, property, and threats to human health and safety.

Duties

The duties may include, but are not limited to: Responsible for planning, organizing, and conducting direct control operations to reduce wildlife damage within a geographical area or technical/subject area of program involvement. Inspects and surveys areas and, as necessary, will revise existing WDM programs. Incumbent exercises a high degree of independence in determining strategies and logistics for providing services in assigned area. Uses WDM tools/devices which may include some or all of the following depending on need in assigned area: firearms; foothold, body-grip, cage traps; foot snares; neck snares; chemical control methods. Utilizes knowledge of WDM methods and strategies to independently recommend appropriate WDM strategies which alleviate wildlife damage for cooperators and the general public. May be required to use chemical immobilization and euthanasia drugs to capture and handle wildlife. Correctly identifies current, and forecasts future, damage problems and relates them to the damage-causing species. Modifies or adapts established damage control techniques as necessary to meet local conditions and address specific environmental, economic or political considerations. Regularly and consistently provides input into the preparation of routine and special reports to assist program managers in meeting NEPA or other requirements.

• Testing Designated Position: Selectee must submit to a urinalysis to screen for illegal drug use prior to appointment and random testing thereafter. Final appointment and continued employment is conditional on negative results for illegal drug use.
• Valid state driver's license is required at the time of application. Operation of Government-owned or leased vehicles is required.
• The work requires moderately strenuous physical exertion. Physical exertion includes lifting moderate weights, walking over wet, rough, uneven, muddy, or rocky surfaces, bending, crouching, stooping, stretching or similar activities.
• This work does require average agility and dexterity. The job also requires a flexible schedule, working odd hours, frequent weekend work, and must be conducted at the affected site.
• Work is performed in both office and field locations. There is regular and recurring exposure to moderate risks and discomfort, such as adverse weather conditions, noisy environments and extensive vehicle travel.
• The incumbent is expected to conduct all duties in a safe and orderly manner to prevent injury to self, fellow workers, cooperators or property with which entrusted.
• The incumbent will be exposed to hazardous situations; including aircraft ground movements, the use of pyrotechnics and firearms, and the application of toxicants and will require the use of personal protective equipment.
• Duties may routinely be conducted on narrow elevated walkways and rooftops.
• To fulfill field or laboratory requirements of this position, proof of specific vaccinations, including boosters may be required as a condition of employment.
• APHIS is an emergency response agency. This means that all employees may be asked or assigned to participate in rotating temporary duty assignments away from their assigned duty station to support emergency programs at some time during their career.
• Travel for temporary program assignments and training is required.
• Incumbent may be required to successfully obtain and maintain appropriate pesticide applicator license(s), through completion of the necessary Certified Applicators courses and/or examinations within set deadlines after appointment to the position.
• The incumbent will be required to successfully obtain and maintain all secure access credentials, vehicle operation certifications, and other certifications or trainings required by the agency and host entity for operations on an airfield.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below. FOR THE GS-07 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-05 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Conducting wildlife damage management at airports. Conducting wildlife damage assessments, counts and abundance surveys. The knowledge and/or application of requirements of the Migratory Bird Treaty Act (MBTA), Endangered Species Act, and National Environment Policy Act. Experience working with external cooperators to provide wildlife damage management. Experience training others in wildlife damage management techniques. OR 1 full year of graduate level education with an emphasis on wildlife. Equivalent combinations of education and experience are qualifying for this grade level.. This education must have been successfully completed and obtained from an accredited school, college, or university COMBINATION OF EDUCATION & EXPERIENCE AT THE GS-07 GRADE LEVEL: Applicants may have combinations of successfully completed education and specialized experience to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify for that grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
