You will serve as a AIR TRAFFIC CONTROL SPECIALIST (TERMINAL) in the AIR OPERATIONS DEPARTMENT, AIR TRAFFIC CONTROL DIVISION, AIR TRAFFIC CONTROL FACILITY of NAVAL AIR STATION LEMOORE. The VRA eligibility is only for applicants applying to the GS-11 grade level. The salary range for positions filled at the GS-11 is $80,739 to $104,958. The salary range for positions filled at the GS-12 is $96,773 to $125,801.

Duties

You will communicate to pilots, utilizing air traffic control phraseology. You will assign operating position assignments for air traffic control personnel. You will assist in development of facility operating procedures. You will train developmental air traffic controllers on the job. You will provide service based upon mission, delegated airspace. You will provide direction and flight following of mission aircraft including positive control of aircraft arriving and departing SUA. You will provide advisory control and/or area containment to aircraft conducting VFR/VMC operations and interfacing operations and interfacing with the National Airspace System.

  • Air traffic control specialists must possess the facility ratings required at the facility where the position is located. You will be required to maintain a valid Air Traffic Control Specialist and/or Control Tower Operator Certificate.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • Must be able to obtain and maintain a Secret security clearance while employed in the subject position. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications

FOR THE GS-12 GRADE LEVEL: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Ensuring enhanced operation capabilities in the airfield through the knowledge of meteorology, air navigation, air traffic control communications, and performance characteristics of various aircrafts; 2) Utilizing knowledge of ATC operations including carrier and special use airspace operations, methods, and techniques to ensure safe and effective air traffic flow; 3) Following regulations and procedures governing the control and separation of air traffic; 4) Training development air traffic controllers on the job and in the simulators; 5) Evaluating air and ground operations and activities for safety considerations. FOR THE GS-11 GRADE LEVEL: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-10 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Guiding air traffic and ground operations; 2) Communicating information to pilots in regards to weather and clearances; 3) Providing assistance in ensuring air traffic control operations, methods, and techniques are followed in a safe and effective manner. PHYSICAL AND MENTAL DEMANDS: Incumbent must be able to make rapid precise judgement, remain calm under conditions that are often very stressful, coordinate many different operations, and adjust rapidly to changes, patterns, and tempo of the controlled activity. In addition, incumbent must meet the minimum physical requirements for an air traffic controller as specified in the medical certification requirements outlined in the ATC NATOPS 00-80T-114 and the Office of Personnel Management Classification and Qualifications General Schedule Qualification Standards for GS-2152 series. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
