About the Position: This is a permanent position with Headquarters, US Army Corps of Engineers, Directorate of Civil Works, located in Washington, DC. Mission: The Civil Works programs include water resource development activities including flood risk management, navigation, recreation, and infrastructure and environmental stewardship. Our mission also includes emergency response.

Duties

Serve as a senior staff member and program manager in the navigation mission area with responsibility for providing staff management of operations and maintenance of Civil Works (CW) navigation dredging projects. Serve as an authoritative source responsible for all aspects of dredging schedules, data and associated database management, and budget development for the Corps of Engineers Navigation dredging program. The Dredging Program Manager serves as the national program leader responsible for the oversight of policy and an interdisciplinary technical staff involved in delivering the CW Navigation dredging mission. Responsible for all aspects of the Navigation dredging program including interpretation and specific application of established laws, development of implementation guidance for legislation and policies. Lead engagements on the Navigation Program with senior leaders in USACE, ASA(CW), Congressional Staff, external stakeholders, industry, and non-governmental entities.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Experience required at GS-13: To qualify based on your experience, your resume must describe at least one year of specialized experience which includes: developing national policies on navigational program issues and determining if regulatory guidance has been adequately and consistently interpreted and applied; analyzing methods and techniques to develop strategic plans and evaluating results of program execution; and communicating with organization's staff, key personnel, and other stakeholders on navigation projects/programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Experience required at GS-14: To qualify based on your experience, your resume must describe at least one year of specialized experience which includes: providing technical consultation and evaluation expertise on the navigation programs; identifying and evaluating alternatives solutions to reach a decision on navigation/dredging, and developing approaches to increase efficiency and avoid delays in decision making; developing policies, procedures, criteria to execute navigation and dredging management activities including planning and operation and maintenance of navigation projects for implementation; and representing the organization in meetings, hearings, conferences, briefings and groups to persuade, present ideas, or negotiate and articulate the mission of the navigation program. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). You will be evaluated on the basis of your level of competency in the following areas: CommunicationsProgram/Project ManagementStrategic Thinking Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent.
