This position is part of the National Archives and Records Administration. Serves as a Lead Technical Writer-Editor in the CFR unit of the Office of the Federal Register (OFR), providing assistance to the unit supervisor by leading a team of employees at various grade levels of the GS 9-GS 12 (Technical Writer-Editor job series) in the accomplishment of work for which the unit is responsible. .

Duties

As aLead Technical Writer-Editor, you will: Assist the team through knowledge and application of leadership and team building skills and techniques, e.g., coordinating, coaching, facilitating, consensus-building, planning, group facilitation, problem solving, interpersonal communication, integration of work processes and products, obtaining resources, and liaison with the supervisor. Coach the team in the selection and application of appropriate problem-solving methods and techniques; provide advice on work methods, practices, and procedures; and assist the team and/or individual members in identifying the parameters of viable solutions. Provide instruction and guidance through publications dissemination and training classes. Monitor the status and progress of work, ensure the quality and consistency of the effort and/or product, and adjusts in accordance with established priorities by formulating approaches, streamlining procedures, and recommending authorization of overtime or compensatory time, etc. Authoritatively, independently, and expertly perform the most difficult and challenging work of the unit as well as the same work as that of the Journey Level Technical Writer-Editors on the team.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement. For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: - Editing reports or other written documents developed by others for publication; AND - Critically reviewing reports or other written documents for clarity and coherence; AND - Communicating information in reports to internal and external audiences. In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable (as defined in 5 CFR 300, Subpart F): For the GS-13, you must have been at the GS-12level for 52 weeks.

Education

Education Requirements: The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.

Individual Occupational Requirements for the Technical Writing and Editing Series, 1083

  • Undergraduate and Graduate Education: Must have included a total of 15 semester hours in an appropriate scientific, technical, or social science field(s), and at least one course above the introductory level in the field(s) covered by the position. For technical manuals and specifications writers or editors, the equivalent of 15 semester hours may have been gained through vocational or educational training above the high school level at a public, private, or Armed Forces school.

Experience:
  • Experience that required substantial subject-matter or technical knowledge of the field. This experience must have demonstrated the ability to acquire and present technical information through independent reading, interviews with subject-matter specialists, observation of tests and experiments, interpretation of blueprints or diagrams, or other appropriate methods. Such experience may have been acquired as a writer or editor of technical reports, articles, manuals, or specifications.
