The Information Technology Specialist (Product Manager) position is located in the Department of Administrative Services (DAS), Administrative Systems Office (ASO), Systems Execution Division (SXD), Operations Management Branch (O&M). The SXD is responsible for the development, maintenance, operations, and support of all administrative systems supporting finance, human resources, facilities, and general support.

Duties

This position will report to the Operations & Maintenance (O&M) Branch Chief in the Administrative Systems Office (ASO). The ASO seeking a self-motivated Information Technology Specialist (Product Manager) to manage one or more products and platforms to support Agency's mission and objectives. The O&M Branch is responsible for the operations and maintenance of all administrative systems and interconnections. There are two primary functions: Product Management and Job execution. The product management entails the planning and managing of change requests and application releases, patch management and upgrades, security and internal controls assessments, user access, and communications with stakeholders and the user community. It requires close coordination with business partners, portfolio managers, and operations staff to ensure that the product is maintained and meets user requirements. The job execution function entails the daily, cyclical, periodic, and ad-hoc execution and management of all automated and manual jobs required to operate the application and support business objectives. The O&M Branch is also responsible for 11 enterprise level national administrative systems, over 50 local systems, and an array of custom bots, APIs, and low code solutions across a variety of platforms including COTS, modified COTS, and custom builds and some solutions are hosted by the Judiciary's data centers while others are externally hosted. The incumbent must have extensive experience operating integrated workspace management systems such as Tririga, planning and managing upgrades and enhancement projects, and working with a geographically disbursed user population. The duties of this position include, but are not limited to: Managing the daily operations, maintenance, projects, and major enhancements for all ASO IT systems within the Space and Facilities portfolio. Working with the FSO program manager and external partners to resolve critical operational issues impacting court and agency operations. Serving as liaison between the end users (court and the Administrative Office), ASO Portfolio Managers, and ASO Branch Chiefs to ensure that requirements, services, capabilities, and status are fully understood among stakeholders. Working with the Portfolio Managers and Branch Chiefs to maintain the five-year strategic plan and the current year tactical plan to ensure continued compliance with vendor and external/internal agency requirements and updates. Supporting the streamlining of all implementation efforts; and working in conjunction with other ASO teams and Business Owners, including liaison with teams in the areas of software development and client service desk operations to oversee issues and resolutions to determine trends or problem areas. Clarifying the intent of and prioritizing change requests based on defined customer and stakeholder parameters. Managing the change control process, defining release content, and preparing and leading Change Control Board (CCB) meetings. Ensuring that sufficient items are groomed appropriately and timely; maintaining the backlog; preparing and conducting the release planning meetings; and preparing and distributing release artifacts. Assisting with the creation of requirements stories and use cases, software acceptance testing, creation of test cases and acceptance criteria, and development of communications and training materials. Reviewing demonstrations, accepting changes, and coordinating releases; conducting meetings to discuss product status, review project/release status, upcoming releases, issues, and deployment tasks; and informing team members on priorities. Monitoring portfolio projects progress through product status meetings; understanding and communicating change impact on releases; and working with Branch Chiefs (or their designated representative) on each release. Creating release charts, publish dates, and review dates to gain agreement from Branch Chiefs.

Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions. Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience must demonstrate experience in ALL areas defined below: Managing multiple systems across multiple technology platforms and hosting strategies; Planning and managing upgrades and enhancement projects; and Assisting with the creation of requirements stories and use cases, software acceptance testing, and creation of test cases and acceptance criteria.
