You will serve as a Design Criteria Manager in the Engineering Criteria and Programs Branch in the Capital Improvements Business Line of NAVAL FACILITIES ENG COMMAND ATLANTIC.

Duties

You will coordinate design and construction projects with other organizations to resolve design discrepancies and verify conformance with preestablished standards and requirements. You will recommend design improvements based on economic and engineering criteria. You will negotiate or consult with others on technical solutions to engineering problems. You will assess organizational policies and procedures to implement strategic plans. You will adapt oral communication methods and styles based on the audience and the target objectives. You will create architect-engineer reports to provide project status updates to higher level management.

• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Selective Placement Factor (SPF): This position has an SPF which is current registration as a Professional Engineer (PE)(0801 series) or Architect (RA)(0808 series) in any state, District of Columbia, Guam or Puerto Rico. You must provide a copy of your current registration with your application. A copy of a wall certificate that does not show current registration status will not serve to verify this requirement. The registration must show the date of currency or additional documentation must be provided from the registration agency showing the dates the registration is current for. In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Managing multiple projects and leading multidiscipline (architects & engineers) teams in planning, design, an construction of sustainable resilient facilities; 2) Using experience in applying resilience and climate change policy, criteria, practices, principles, and innovative technology in facility planning, design and construction; 3) Developing plans, specifications, and contract documents in facility planning, design, and construction, using Unified Facilities Criteria and Guide specifications, policies, innovative approaches, and sound engineering and architectural judgement and practices; 4) Deconflicting scope, policy, criteria, regulatory, and other facility requirements to resolve difficult issues and communicate solutions; and 5) Organizing and leading teams, responding to inquiries with short turnaround times, and preparing and presenting high-level written and oral briefs within and outside of the organization. Education

Applicants for the Professional Engineering Series must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under the first paragraph (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described above.
OR:
Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

Applicants for the Professional Architecture Series must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
Successful completion of a bachelor's or higher degree in architecture.
OR:
Successful completion of a bachelor's or higher degree in a field related to architecture that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems.
OR:
Have a combination of college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. The curriculum for a degree is in either architecture or architectural engineering and covers function, esthetics, site, structure, economics, mechanical-electrical, and other engineering problems related to the design and construction of buildings primarily (but not exclusively) intended to house human activities OR you lack a degree in architecture, but have 1 year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture that demonstrates that you have acquired a thorough knowledge of the fundamental principles and theories of professional architecture.
