This position is located in the Office of Strategic Capital (OSC), within the Office of the Under Secretary of Defense for Research and Engineering (OUSD (R&E)). The USD(R&E) serves as the Chief Technology Officer and is responsible for research, development, and prototyping activities within the Department of Defense (DoD). You will serve as Managing Director of Credit Risk in the OSC.

Incumbents typical work assignments may include the following:
Leads the credit risk team in managing risks associated with loans and loan guarantees across corporate finance, asset-based, and project finance transactions in key technology sectors.
Oversees and engages in consultations, discussions, and negotiations throughout various project stages, including development, due diligence, and post-approval phases.
Participates in credit committees and conducts annual portfolio reviews.
Supervises the creation of advanced credit risk models and methodologies for loan and loan guarantee transactions in critical technology areas.
Manages the development and maintenance of federal credit risk subsidy models, working closely with Portfolio Management and acting as OSC's expert on related matters to the OMB.
Assists in the development and implementation of core risk management policies and procedures, including defining risk appetite and thresholds.
Chairs or contributes to special committees, interagency task forces, or other special assignments as directed by the Head of the Credit Program Office.

You may qualify at the NH-4 (GS-14/15) level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the NH-III (GS-13) grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability:
Experience providing effective leadership and supervision to subordinates in a multi-tiered organization;
Experience providing strategic leadership and direction in planning, implementing, and evaluating short- and long-range initiatives to support strategic business plans and cross-functional business solutions;
Experience contributing to strategic business plans and developing innovative, cross-functional business solutions that align with organizational goals;
Experience serving as a credit or risk officer in a reputed financial institution, dealing with highly complex and large-scale (multimillion or billion-dollar) transactions;
Experience developing credit risk models, which may include corporate finance, asset-based lending, and/or project finance transactions.
