This position is located in the Office of Strategic Capital (OSC), within the Office of the Under Secretary of Defense for Research and Engineering (OUSD (R&E)). The USD(R&E) serves as the Chief Technology Officer and is responsible for research, development, and prototyping activities within the Department of Defense (DoD). You will serve as Investment Director of Credit Program Underwriting in the OSC.

This position is being filled under Direct Hire Authority (DHA) in accordance with Section 1109 of FY 2020 NDAA; P.L. 116-92 and Section 9905 of Title 5, U.S.C.

Incumbents typical work assignments may include the following:
Oversees a thorough due diligence process, which includes assessing, structuring, and executing loans and loan guarantees for corporate finance, asset-based, and project finance transactions in important technology sectors;
Engages in consultations, discussions, and negotiations with borrowers during various stages like project development, due diligence, and post-approval;
Analyzes applications to determine market viability, competitive positioning, business prospects, and financial health;
Reviews financial statements, builds financial models and valuation analyses, and performs sensitivity analyses;
Conducts thorough due diligence on aspects such as financial models, feasibility studies, commercial contracts, technical evaluations, engineering, and market studies to create suitable transaction structures;
Negotiates legal documents and loan or guarantee terms with OSC Investment Legal Advisors, ensures compliance with laws and program requirements, and supervises the input of external legal and financial advisors for quality and timely service.

You may qualify at the NH-4 (GS-14/15) level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the NH-III (GS-13) grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability:
Experience serving as an investment or banking officer in a reputed financial institution with a proven track record in successfully underwriting and closing numerous transactions across diverse financial sectors;
Experience in one or more of the following areas: corporate finance, project finance, asset-based lending, and private credit;
Experience reviewing, drafting, and refining term sheets and other essential transaction documents;
Experience conducting in-depth financial analysis on a variety of investment opportunities, both new ventures and distressed assets;
Experience preparing comprehensive credit memos, incorporating detailed risk assessments and financial forecasts;
Experience presenting and advocating for transactions in front of credit and/or investment committees, effectively communicating complex financial concepts.
