This position is located in the Office of Strategic Capital (OSC), within the Office of the Under Secretary of Defense for Research and Engineering (OUSD (R&E)). The USD(R&E) serves as the Chief Technology Officer and is responsible for research, development, and prototyping activities within the Department of Defense (DoD). You will serve as Managing Director of Credit Program Project Development in the OSC.

Duties

Incumbents typical work assignments may include the following: Leads the Project Development Division of OSC's Credit Programs Office. Formulates and implements Credit Programs Office's strategies, goals, and key initiatives. Identifies and develops loan transactions in critical technology sectors. Consults with potential applicants on program eligibility and financing structures. Engages in and oversees complex negotiations and dialogues with potential borrowers during the project development phase. Collaborates with subject matter experts to establish guidelines and standards for assessing project readiness, offering essential advice to applicants on federal requirements and technology project evaluations. Develops and sustains strategic relationships with key stakeholders in critical technology areas, including private corporations, financial institutions, associations, investors, and government entities. Leads project sourcing efforts across the Department of Defense, inter-agency collaborations, and the private sector. Chairs or participates in specialized committees, interagency task forces, or other special projects as directed by the Head of the Credit Program Office.
