This Direct-Hire position is in the Food and Drug Administration and is located in the Office of Cosmetics and Colors (OCAC), Center for Food Safety and Applied Nutrition (CFSAN) located in College Park, Maryland. CFSAN provides services to consumers, domestic and foreign industries, and other groups, FDA administrative tasks; scientific analysis and support; and policy, planning and handling of critical issues related to food, dietary supplements, labeling, nutrition, colors, and/or cosmetics.

Duties

At the GS-11 level the incumbent: Responsible for a wide variety of analytical procedures, including trace analytical procedures, used to enforce the chemical specification for the regulated color additives. Evaluates and interprets analytical results to determine if the data obtained are complete and valid. Participates in evaluation and documentation of analytical methods included in the color additive analytical manual. Develops or modifies analytical methods which are used for the analysis of color additives including trace analytical procedures. At the GS-12 level the incumbent: Selects and applies analytical methods for confirming analytical results and potentially non- conforming samples to establish firm basis for making regulatory decision to certify or deny certification of a batch of color additive. Recommends and oversees the adoption of new and replacement procedures for improvement in accuracy and reliability of certification analytical procedures. Prepares documentation, presenting and interpreting the results and conclusions obtained using complex analytical procedures and statistical analysis of analytical data. Interprets and evaluates results obtained by lower grade chemists in the analysis of extraordinary samples to determine the validity and scientific significance of the data and to ensure that all the requested information was obtained.

Qualifications

The position of Chemist falls under the 1320 occupational series. To qualify for this position at grade GS-11/12, you must meet Time-in-Grade requirements by 11:59 pm EST on 02/27/2024. Basic Requirements A. Degree: physical sciences, life sciences, or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours of physics. or B. Combination of education and experience -- course work equivalent to a major as shown in A above, including at least 30 semester hours in chemistry, supplemented by mathematics through differential and integral calculus, and at least 6 semester hours of physics, plus appropriate experience or additional education. NOTE: Applicants must submit all relevant transcripts that demonstrate you possess the required education to meet the Basic Qualifications. AND Minimum Qualifications: Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. The specialized experience must demonstrate one year of full-time work experience , or the equivalent if part-time (for example, an employee working 20 hours per week for a 12-month period should be credited with 6 months of experience.) Experience may have been obtained in either the federal service or its equivalent with state or local government, the private sector, or nongovernmental organizations. To qualify for the GS-11: You must have (1) year of specialized experience equivalent to at least the GS-09, in the Federal service, which includes: Conducting or reviewing studies concerning chemical and/or physical related processes. -OR- Have 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. -OR- Have a combination of specialized experience and education as described above that, when combined, equal 100% of the total requirements. To qualify for the GS-12: Applicants must possess (1) year of specialized experience equivalent to at least the GS-11 grade level in the Federal service which includes: - Conducting or reviewing studies concerning chemical and/or physical related processes; AND - Writing reports on findings or scientific publications. All qualification requirements must be met by 11:59 pm (Eastern Time) on 02/27/2024. FOREIGN EDUCATION
