This position is located in the Community Care Office, in the department of Business Administration Services at the Central California Healthcare System in Fresno, CA. This position is responsible for coordinating authorization utilizing traditional Community Care, determining eligibility authority under the Pre-Authorized Program (38USC 1703); for purposes of MISSION Act making a determination of program, and recommending location of care and the closest facility for care.
Duties
Major duties include:
Sets up Community Care account files, determines eligibility, performs increases/decreases for 1358 obligations aligned with Community Care budget object codes for traditional Community Care under MISSION Act fund reconciliation, and identifies use and cost of Veterans utilizing Community Care Program.
Completes authorized reimbursement voucher for pharmacy prescriptions, and other emergency care or treatment for Veterans.
Responsible for determining method of payment for authorized and unauthorized claims submitted for consideration; investigates authorizations, orders and/or utilizes Computerized Patient Record System (CPRS) to review medical records, and requests the appropriate documentation.
Corresponds with physicians, and community partners/vendors in a timely manner when making determinations.
Distribute and balance the workload among employees in accordance with established work flow or job specialization, assure timely accomplishment of the assigned workload, and assure that each employee has enough work to keep them busy.
Provide on the job training to new employees in accordance with established procedures and practices.
Provide information to supervisor as requested concerning promotions, reassignment, recognition of outstanding performance, and personnel needs.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/01/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-08 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: . Processes of a wide range of budgetary transactions under appropriated funds and reimbursable accounts; Successfully conducts a critical, accurate review of claims; Uses of a wide range of well- established and commonly applied budgetary and accounting management principles, concepts, and methodologies; Manages work operations, assigning tasks, providing coverage, leading training efforts and managing all cross-training of a team; Extracts eligibility information from several computer programs and systems; Applies analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural nature; and Provides excellent customer service.

Physical Requirements: The work requires minimal physical effort and mainly office work, such as standing, walking, bending, sitting, talking on telephone and typing. The work is normally performed in an office setting. The work area typically is adequately lighted, heated and ventilated, may be required to move work to other areas of the service. The incumbent observes established safety standards and practices as defined in current policy. The office area is an area of business and should not be used routinely for employee breaks or meal periods.
