Position is located in the California Area Indian Health Service, Office of Management Support, Division of Human Resources. Provides administration of and day-to-day management of a Personnel Security program, which includes comprehensive health delivery programs operated by federal/tribal governments in California. The program is to support the personnel security function for the Division of Personnel Security and Ethics, Office of Human Resources, Indian Health Service, Rockville, MD.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. MINIMUM QUALIFICATIONS: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: For GS-11: Assist in interpreting and developing policy and procedures in personnel security issuances and directives. Gathering and coordinating records of evidence in support of proposed personnel security and suitability actions and decisions. Submitting disposition requests to the appropriate court, law enforcement agency, or other source in order to obtain clarification or additional information regarding cases. For GS-12: Experience providing recommendations regarding the hiring of applicants, retention of incumbents and termination of those determined unsuitable for personnel security eligibility. Make recommendations or make determinations to grant, deny, revoke, suspend or restrict personnel security clearances consistent with suitability issues. Experience using the Federal information Processing Standard (FIPS) 201, Homeland Security Presidential Directive 12 (HSPD-12), etc. to ensure activity in issuing credentials are compliant with rules and regulations. Experience planning, coordinating, and providing guidance on personnel security regulations, directives and policies. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.

Education

For GS-11: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related
