This position is located in the Finance Service Line, Central Iowa VA Health Care System. The primary purpose of this position is to serve as a Supervisory Accounting Officer with responsibility for ensuring the integrity of the financial records at VACIHCS by overseeing all accounting functions for the facility and coordinating accounting functions across the Southern Tier of VISN 23.
Duties
Major duties listed but no limited to:
Analyzes current and/or required accounting procedures to design new or improved processes. Validates current processes with respect to regulatory requirements.
Performs quality assurance reviews of existing and proposed accounting processes to provide assurances as to financial integrity and conformance to federal laws and agency regulations and practices.
Evaluates total financial management accounting procedures for the Southern Tier and for VACIHCS by studying the accounts, reports, or procedural instructions and any legislative and program background pertaining to the accounts or operation program.
Responsible for quality assurances and thus reviews the impact of their work on the standard general ledger and reviews all audits and reconciliations.
Responsible for the overall operation, training, and production of the Accounting, Accounting Tech, Pathway Trainees and Teller sections within the Finance Service.
Work Schedule: Monday-Friday, 7:30am-4:00pm (Work hours may be further discussed during interview)

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement.
GS-12 grade level: One year of specialized experience (equivalent to the GS-11 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes:
Basic Requirement for Series 0510:
A. Degree: Bachelor's degree (or higher) in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR,
B. Combination of education and experience: At least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 semester hours of business law; or
A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
In addition to meeting the basic requirement above, to qualify for this position, you must also meet the qualification requirements listed below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: training staff in accounting and/or teller responsibilities; maintaining and controlling accounts and account transactions in a highly complex finance and accounting system; conducting routine reviews of accounting transactions to ensure technical accuracy and compliance with VA regulations and generally accepted accounting principles; preparing recurring financial reports for submission to leadership; analyzing accounting procedures to design new or improved processes; and performing various supervisory duties, such as establishing position descriptions, performance standards, and employee evaluations.
Education: There is no educational substitution at this grade level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: You will be asked to participate in a pre-employment examination or evaluation as part of the pre-employment process for this position. Questions about physical demands or environmental factors may be addressed at the time of evaluation or examination.
Work is primarily sedentary, but involves use of a personal computer so a degree of manual dexterity and visual acuity sufficient to utilize these tools is required. Some physical effort is required in that the employee lifts and carries reference books, working papers, and similar items to and from meetings. A moderate amount of standing and walking is required in getting to and from meeting places away from the worksite. No special physical demands are required.
Near the end of each pay period, month, quarter, and fiscal year, there are stringent deadlines which must be met due to payroll processing and the accounting period closing and the system downtime for report generation. This tends to put pressures on the employee, which can cause physical and psychological stress and fatigue.
