Duties

Duties: The primary purpose of this position is to assist the Education Services Officer (ESO) in providing professional and specialized administrative and technical assistance in the development of the education services program at Joint Base Andrews and serve as a lead professional education services specialist providing general adult education and career development counseling in a joint service environment. RESPONSIBILITIES: aka DUTIES Project officer for visiting school program and overall educational outreach. Project officer for the installation for the Transition, Goals Performance, Success (T-GPS) Accessing Higher Education (AHE) Track and Military life Cycle (MLC) programs. Administers individual, career, and academic advisement to military personnel of all ranks, their dependents, and civilian personnel pursuing undergraduate/graduate, vocational, technical, licensure/certification, and professional development opportunities at various levels. Cost Center Manager for the military Tuition Assistance (TA) program and Government-Wide purchase Program (GPC). Serves as primary Test Control Officer (TCO) for the Air Force Institute Advanced Distributed Learning (AFIADL) testing program and Defense Activity for Non-Traditional Education Support (DANTES).

• It is desirable that the incumbent possesses administrative, managerial, budgetary, statistical and negotiating skills as well as knowledge of Air Force education programs and educational administration including test administration and control.
• This position requires the employee to travel away from the normal duty station; the employee must be willing and able to travel on military and commercial aircraft.
• Must meet the positive education requirements as stipulated by US OPM for the 1740 occupational series.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the GS-1740, Education Services Series. BASIC REQUIREMENT FOR 1740 POSITIONS: A Bachelor's degree (or higher degree that included or was supplemented by at least 24 semester hours appropriate to the position to be filled in one or a combination of the areas described below. At least one course must have been from (1) or (2) below. For guidance counselor positions, a college or university-sponsored practicum in counseling is also required. NOTE: You must submit a copy of your transcripts. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants meet the basic education requirements for the GS-1740-11 and have one year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes Broad professional knowledge commensurate with or equal to that found in Registrar and enrollment found at any two or four year civilian college. Through understanding of a wide range of theories, principles, concepts, standards, and methods of the discipline sufficient to carry out difficult and complex work assignments. Knowledge of the discipline sufficient to adapt precedents or existing strategies to meet unusual needs or special demands and to prepare, present, and evaluate plans, designs, reports and correspondence. Note: You must submit a copy of transcripts. OR EDUCATION: Applicant meets the basic education requirements for the GS-1740-11 and has successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your transcripts OR COMBINATION OF EXPERIENCE AND EDUCATION: Applicant meets the basic education requirement for the GS-1740-11 and has less than the full amount of specialized experience required but has more than 2 years of graduate level education with a major or subject area related to the position to be filled. Therefore, has a combination of experience and education. NOTE: You must submit a copy of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Extensive knowledge of education theories, principles and practices of secondary and adult continuing education and accrediting processes to include the structure, function and goals of the national, state, local and regional education community, and theories, principles and practices of testing including e-testing, internet-based and paper-based testing methods. Knowledge of current methods, procedures, and techniques used in military education and ability to develop and offer special program courses as required and understanding of military professional development. Knowledge of the military training and education programs, including officer and enlisted programs available to active duty and retired. Knowledge of Education Services Center organizational infrastructure, mission, work processes and directives to ensure recommendations are compatible with long and short range plans and goals. Skill in adapting and extending applicable education principles and methods in identifying exemplary and inadequate practices or techniques and recommending alternative steps or remedial action to resolve problems. Knowledge of federal financial, budgeting and pertinent processes to prepare budget, obligate expenditures, and long range forecast to serve as primary budget officer with the ability to justify the proposed budget. Knowledge of budget and resource management to monitor the quality and cost effectiveness of the educational services program, and assure the adequacy of equipment and facilities used. Skill in written and oral communication and computer programs to present ideas, issues and recommendations. Ability to train personnel. Ability to plan and organize independently, collect, interpret and analyze data and design and develop curriculum for adult educational or vocational programs. Ability to interpret and converse on the Privacy Act and supporting military and civilian directives, to ensure proper access safeguard and disclosure accountability reconsiderations. Ability to act as Test Control Officer, developing systems to ensure testing programs are free from loss or compromise and to ensure proper security, administration, control of test materials are accomplished in a timely and appropriate manner. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
