The primary purpose of this position is to serve as a Quality Assurance Specialist (Electronic) and Project Officer for C-130 Aircrew training at Little Rock Air Force Base (LRAFB) which involves sustainment and modification of integrated, state-of-the-art training infrastructure for the C-130 Formal Training Unit (FTU), mission qualification and continuation training.

Duties

Employee is primary point of contact (POC) for all aspects of contract Quality Assurance for C-130 Aircrew Training System (ATS) at Little Rock Air Force Base (LRAFB). Employee serves as the LRAFB site Project Officer for the C-130 ATS. Individual is the primary Liaison between the C-130 ATS contractor's site manager and all aspects of Base Support. Primary Government point of contact (POC) for all aspects of Government Property (GP) assigned to the ATS contractor at LRAFB. Evaluates the contractor's written quality processes and procedures for adequacy. Employee serves as the C-130 ATS Functional Area Chief (FAC) for Information Security. Serves as ATS technical expert to top management, supervisor's other staff and operating officials, and coordinates issues on the principles and techniques of Acquisition Quality Assurance, Configuration Management, Government Property, Information Security, and complex training issues.

  • This position requires Level II certification in Acquisition Quality Assurance in accordance with the Acquisition Professional Development Program (APDP). Required to maintain currency on changes in Acquisition Quality Assurance (cond't)
  • (cond't) Management of Government Property, Safety and Security, advances in field relating to training programs. Must work with conjunction with Det 3, AMCAOS due to similarity in (cond't)
  • (cond't) oversight functions, May be tasked by Det 3, AMCAOS/CC if coordinated with 314 OSS.
  • Must be able to obtain and maintain a SECRET security clearance.
  • The duties of this position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent (cond't)
  • (cond't) Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,")
  • This is a Key Position. Incumbents must be removed from their military recall status if alternatives for filling the position during an emergency are not available.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Quality Assurance Series 1910. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge of DoD, Air Force and Command regulations and directions for Acquisition of Services, Quality Assurance, Configuration Management, Government Property, Acceptance Testing, Metrology, Safety, Hazmat, and Information and Industrial Security. Broad knowledge of and experience in Government Acquisition and life cycle management of training devices support equipment, and spares. Comprehensive knowledge of the FAR requirements and clauses on Government Property and material control processes such as identification, segregation, protection, replenishment inventory records accountability and disposition. Through knowledge of the onsite training devices 4 Weapon System Trainers (WST), 2 Cockpit Procedures Trainers CPT), 3 Cockpit Familiarization Trainers (CFT), the 3 Fuselage Trainers (F'UT), the 13 Navigator Part Task Trainers (NAVCAP), and Computer Based Training (CBT) equipment. Knowledge of equipment configurations, operating characteristics, security and safety programs, maintenance, repair, and modification procedures. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Comprehensive knowledge of DoD, Air Force and Command regulations and directions for Acquisition of Services, Quality Assurance, Configuration Management, Government Property, Acceptance Testing, Metrology, Safety, Hazmat, and Information and Industrial Security. Broad knowledge of and experience in Government Acquisition and life cycle management of training devices, support equipment, and spares. Ability to develop and implement a comprehensive Quality Assurance Surveillance Plan (QASP) that minors contract requirements and ensures a high probability of detecting non-compliance. Ability to integrate quality assurance program efforts with other functional disciplines such as engineering, procurement, configuration management, training mission requirements, operations, logistics and test and evaluation. Thorough knowledge of the onsite training devices 4 Weapon System Trainers (WST), 2 Cockpit Procedures Trainers (CPI), 3 Cockpit Familiarization Trainers (CFT), the J Fuselage Trainers (FUT), the 13 Navigator Part Task Trainers (NAVCAP), and Computer Based Training (CBT) equipment). Knowledge of equipment configurations, operating characteristics, security and safety programs, maintenance, repair, and modification procedures. Broad knowledge of the practices, policies, and procedures of functional and administrative actives such as contracting, supply, and technical activities with the skill in effecting appropriate interface/coordination of complex system plans and the safety aspects associated with these activities. Comprehensive knowledge of the FAR requirements and clauses on Government Property and material control processes such as identification, segregation, protection, replenishment, inventory records, accountability, and disposition. Practical knowledge of computer systems used in image generation, multi-media processing, database generation, area networking, and real-time simulation. Knowledge of Aircrew training systems operations and maintenance. Ability to read, understand, interpret technical data specifications, and engineering drawings. Skill to conduct Acceptance Test Procedures, Quality Assurance and Configuration audits on training devices. Basic knowledge of Safety, information Security, and classified material regulations. Excellent skills and ability for performing oral and written communication. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
