Vacancies will be filled in the following specialty areas:
Wage and Investment, Customer Account Services (CAS), Programs management and Process Assurance Branch, Quality Support Section
The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.
Conducts in-depth evaluative analysis of various aspects of assigned program area, including policies, program objectives, operations, procedures and resource use. Initiates, develops, or recommends modifications to procedures, systems, project objectives, operations, and resource utilization in order to correct/improve existing deficiencies within assigned programs.
Influences the formulation of policies, development of program plans, issuance of directives and instructions to improve the effectiveness of the organization within the assigned program area. Develops, implements, and coordinates reporting and information-gathering procedures and evaluates operations within the assigned program area. Provides management with evaluative reports assessing the effectiveness and efficiency of the operations and management at multiple locations.
Conducts in-depth functional reviews of assigned program area to assess compliance with existing guidelines. Identifies trends and/or procedural problem areas, evaluates findings, determines impact of changes in regulations and practices, and offers recommendations for correction and/or appropriate course of action.
Develops briefing and/or instructional materials, compiles and presents oral or written reports to all levels of management, and writes staff papers for the Staff Chief or the executives.
Provides advisory services, assistance, and guidance for assigned program area. Actively participates in meetings, on task groups, and contributes in decisions-making procedures and policy. Serves as contact person for a wide variety of management ad administrative matters of special interest to higher level management. Coordinates matters relating to highly sensitive management decisions, which impact multiple IRS locations.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: GS-12 LEVEL: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes:
Experience with operations to evaluate programs plans and determine impact of changes on program goals.
Experience using cross-functional programs and their interrelationship with assigned program to conduct reviews, studies/ projects, and coordinate systems and resource utilization of program operations.
Experience recognizing significant tax issues and enforcement changes in order to revise or recommend changes in basic implementing regulations.
Experience using a wide range of analytical and evaluative methods in order to develop new approaches to existing programs such as compliance, accounts management and/or taxpayer education and communication functions.
Experience with principles of management planning, program, and process analysis to develop, design, and implement new or revised policies and procedures.
Experience with oral communication to present plans and proposals to individuals and groups, including top-level managers and field employees.
Experience in written communication to assist with preparing comprehensive written reports, disseminate policy information, and document findings and conclusions.
Experience assisting with preparing written guidelines such as agency directives, IRM feedback, memoranda, and recommendations for projects.
Experience creating presentations in Microsoft Office or equivalent software using Power Point, spreadsheets, and written documents.
Experience using Embedded Quality Submission Processing (EQSP) and Measured Employee Performance System (MEPS) to create/extract data and analyze reports.
Experience identifying error trends, efficiencies, and procedural issues for national quality programs.

Experience recognizing significant tax issues and enforcement changes in order to revise or recommend changes in basic implementing regulations.
Experience using a wide range of analytical and evaluative methods in order to develop new approaches to existing programs such as compliance, accounts management and/or taxpayer education and communication functions.
Experience with principles of management planning, program, and process analysis to develop, design, and implement new or revised policies and procedures.
Experience with oral communication to present plans and proposals to individuals and groups, including top-level managers and field employees.
Experience in written communication is necessary to prepare comprehensive written reports, disseminate policy information, and document findings and conclusions.
Experience providing guidance and serving as a technical program and policy expert to be able to prepare complete decision packages, studies, and recommendations.
Experience preparing written guidelines such as agency directives, IRM feedback, memoranda, and recommendations for projects.
Experience initiating resolutions for IRM procedures involving taxpayer accounts.
Experience creating presentations in Microsoft Office or equivalent software using Power Point, spreadsheets, and written documents.
Experience using Embedded Quality Submission Processing (EQPS) and Measured Employee Performance System (MEPS) to create/extract data and analyze reports.
Experience identifying error trends, efficiencies, and procedural issues for national quality programs.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
AND
TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
