THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a Detailed Inspector General, Position Description Number T5233P01. This position does not require a National Guard Membership. Area of Consideration: All United States Citizens.

Duties

As a Detailed Inspector General, GS-1801-12, you will: Participate in DOD/DA/DAF State inspections, inquiries, and investigations to perform review, analysis, evaluation, staffing and coordination. During on-site visit, conduct interviews and data gathering assignments in the administrative and management areas. Analyze assigned area to identify procedural deficiencies and compliance with regulatory procedures. Explain Army systems, procedure and process as they relate to problem areas to improve operations and accomplish command objectives. Conduct investigations of allegations made and problems or deficiencies identified during the course of inspecting State or unit operations relating to areas assigned. Process complaints and requests for assistance emanating from personnel within the State and investigates or inquires to substantiate alleged or suspected instances of non-compliance of individuals or organization with laws, rules, regulations, executive orders, or other mandatory regulatory requirements. Deal directly with the commanders and upper level leadership in the resolution of problems and complaints. Maintain, control, and follow-up on each case until resolved and closed. Prepare reports and analyze trends for the IG and State leadership. Serve as an instructor/facilitator in explaining Army or Air IG systems, procedures, and processes as they relate to problem areas in inspected functions and activities. Develop/interpret policy and publish guidance throughout the State and to the IG. Evaluate and process inspection/investigation deficiencies. Determine responsiveness of organizational replies and adequacy of response/corrective actions taken on reported deficiencies resulting from reports of general, procurements and technical inspections/ inquires/investigation. Participate in developing courses of action to assist all levels of management across functional lines throughout the State and higher headquarters for resolution of controversial issues/problems. Manage a follow-up program for reported deficiencies through contacts within DOD/DA/DAF/NGB/State/IG offices/Internal Review/AAA/AFAA inspecting agencies, commands and activities. Perform long range planning and analysis, systematically research, collect, organize, and analyze pertinent data to determine and identify major systemic issues. Examine and analyze data and narrative information. Portray results in terms of functionally related issues and perform problem and trend analysis to provide an assessment to The Adjutant General, leadership and staff. Prepare and review periodic and recurring IG reports and analysis of deficiency trends for the State and present these trends to the IG and state leadership. Assist MTOE, TDA or UMD Commanders by providing timely information and guidance and working proactively to correct systemic problems which impact mission support, Soldier or Airmen and command readiness. Conduct special and follow-up inspections, inquiries, and investigations as directed by the IG. Manage the Army and Air Force IG data bases for case entry, performing IG inquiries and special inspections in areas of concern as directed by The Adjutant General. Reviews pre-deployment individual and unit checklists to insure regulatory compliance. Develop and update internal office protocol and guidelines. Manage internal office budget. Perform other duties as assigned.

Requirements

  • Employee must have no record of criminal punishment except for minor offenses or derogatory information contained in IG records as screened by the USAIGA and SAF-IG.
  • Complete the Department of the Army Inspector General Refresher training as required by The Inspector General of the Army, and the Air Force Worldwide Training Conferences as required for refresher training.
  • Employee will be required to obtain and maintain a SECRET clearance. A minimum of an interim secret security clearance is required before an individual can perform any IG functions or have access to IG records.
  • Irregular and overtime (compensatory) hours may be required to support operational requirements or contingencies.
  • Position requires travel to support Georgia National Guard units or IG functions worldwide.
  • This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration.
  • This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.

Qualifications

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: reporting to the State/JFHQ IG on discipline, efficiency, morale, economy, training, and readiness of the State National Guard; providing assistance to Soldiers, Airmen, and their family members on a wide range of issues and subjects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
