Information Technology ACIO Strategy and Planning
The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.
On behalf of the CIO, formulates, coordinates, monitors, evaluates, and reconciles the IT ISY Appropriation for the Agency as well as the budget for other programs within the organization, e.g., allocates IT, Labor, and Support resources to the operating directorates. Prepares staffing and resource distribution plans, develops controls for financial accounting of these resources. Conducts cost and spending studies.
Advises and assists the CIO, Director Financial Management Services, and the Senior Leadership Team on all financial matters affecting the IT organization. Serves as corporate-level liaison between the Office of the Chief Financial Officer (CFO) and the Chief Information Officer (CIO) and IT Financial Management Services organization. Serves as consultant and liaison between the Business Units and the CIO's IT organization on a variety of financial issues, including budget allocations, project funding, etc.
Analyzes new or proposed legislation and national mandated policies and procedures to determine the impact on the funding of program operations. Conducts in-depth analyses of program assignments and prepares reports and briefing papers for senior and executive-level management.
Develops and prepare agency directives, Servicewide CIO policy statements and guidelines pertaining to budget formulation and financial management for the IT organization.
Responds to external (Treasury, OMB, Congressional) inquiries on the entire ISY (IT) Appropriation and the IT organization's financial operations and prepares CIO/IT program projections and budget submissions to Treasury, OMB and Congress.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE GS-14: To be eligible for this position you must have one year of specialized experience equivalent to the next lower level (GS-13) in the federal service. Specialized experience is experience that is related to the work of this position and has provided you with the competencies required for successful job performance. This knowledge is generally demonstrated by assignments where the applicant is the authoritative program expert with substantial responsibility for performing analytical and evaluative staff work primarily involving financial management and strategic planning. This work includes conducting cost and spending studies; evaluating the progress in achieving strategic objectives; preparing reports for executives; and, using statistical and process improvement methodologies to develop and/or implement performance measures, analyze processes, identify improvement opportunities, and improve customer service.
