Duties

WHAT IS THE TAX EXEMPT/GOVERNMENT ENTITIES DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Tax Exempt and Government Entities Shared Services; Learning & Education The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. Provides expert advice and assistance to less experienced training program managers at headquarters and field sites, and to course developers and task forces members in all aspects of human resource development and IRS educational courses. Participates in developing education staff expertise by providing course developers and other program managers at lower grades with methods and media guidance for supporting the management of Service-wide education programs. Conducts problem and task analysis to identify training needs. Evaluates and develops course objectives, criterion referenced tests, and education materials for operating programs. Conducts program reviews by analyzing course and training effectiveness through on-site visits to locations where the training is being administered and by making changes that improve guidelines, operational activities, and educational materials. Provides educational expertise to subordinate training staffs on technical aspects involving course revisions or developments giving emphasis to format, scope, continuity, objectives, sequencing, methodology, and media selection. Analyzes responses from level I and II feedback systems and implements changes to correct identified deficiencies. Develops new systems for evaluating educational needs in unique program areas or other situations. Coordinates the development, administration, and implementation of pilot classes and course development projects. Tasks include scheduling, evaluating, and conducting classes in order to assess effectiveness and identify areas requiring revisions. Writes and reviews educational materials as necessary.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE: GS-13 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: Experience working with and applying a wide range of human resources development (HRD) concepts, practices, laws, regulations, policies, and precedents to provide comprehensive HRD management advisory and technical services on substantive organizational functions and work practices relating to learning and employee development; Experience applying practices and techniques of education, adult learning theory, performance consulting, change management, and employee development to assess, define, and meet organizational learning needs. Experience working with and applying instructional design principles and the processes used in designing and delivering learning products to improve employee performance, increase employee satisfaction, and facilitate management involvement in employee development; Experience applying analytical methods and diagnostic techniques to identify, evaluate, and recommend HRD and non-HRD interventions to resolve complex interrelated HR problems and issues. In addition, experience applying negotiation methods and conflict resolution techniques to collaborate in a team environment, negotiate agreements, and resolve conflicts; experience applying oral communication techniques to deliver briefings and help others to understand and accept findings and recommendations and negotiate solutions and written communication techniques to prepare project papers, briefings, reports, and training material. At this level, your experience must be sufficient to provide HRD management advisory services on significant issues such as establishing criteria, formulating projects, assessing program effectiveness, or researching or analyzing a variety of unusual conditions, problems, or questions as well as designing, developing, implementing and evaluating major portions of the organization's HRD program. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. Education

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. An official transcript will be required if you are selected. If the position has specific education requirements and you currently hold, or have previously held, a position in the same job series with the IRS, there is no need to submit a transcript or equivalent at this time.
