This position is a Program Analyst in the Office of the Inspector General (OIG). The incumbent will be required to independently analyze data and data sources and provide reports to OIG management and senior leaders. The incumbent must be able to engage a wide range of audiences, build relationships with stakeholders, demonstrate analytic tradecraft, promote technical innovation, provide analytical support to emergent requirements, and assist with developing and enhancing analyzation methods
Duties
As a PROGRAM ANALYST you will be responsible for the following duties:
1. Assist OIG staff in budget and management planning, policy, and decision making
sessions to include analysis of issues, goals, and initiatives.
2. Leads and conducts studies, research or analysis of the DCSA OIG program
guidance that governs the various DCSA OIG program operations.
3. Develops and manages OIG databases or other systems used to assist
in the tracking and/ or analysis of cases or other matters within the jurisdiction
of DCSA OIG.
4. Develops, updates, produces, and analyses reports pulled from the OIG databases and
other systems to provide visibility on workload tracking, analysis of cases, and other OIG
jurisdictional matters.
5. Defines, tracks, and reports status of projects and activities performed in
support of OIG staff regarding workload, budget, logistics, correspondence and
personnel.
6. Represent OIG in DCSA working groups, external studies, and other projects as assigned, provide subject matter expertise in these arenas.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.
You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-12 in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Expert experience in research methodologies and analytical techniques used in policy evaluation and process improvement efforts; Experience in reviewing, compiling and conducting analyses on a broad range of incidents and complex data to present written reports of findings to upper management and senior leaders; Advanced knowledge and experience developing, preparing, and distributing reports and analyses regarding various matters, this includes, but is not limited to, data analysis of internal processes, trend analysis, and statistics regarding workload and production; Experience in the capabilities, operating characteristics, and functions of a variety of types of office software to include running reports and conducting analysis from multiple databases; Expert experience in conducting or leading studies, research, or analyses of programs in such areas as developing policy, processes, or procedures, or designing program improvements.
Specifically you will be evaluated on the following competencies:

4. Information Management: Identifies a need for and knows where or how to gather information; organizes and maintains information or information management systems.
5. Oral and Written Communication: Communicate orally and in writing
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
