This position is with the Small Business Administration, Office of the Chief Information Officer in Washington D.C. Responsible for overall effectiveness of the Technology Business Management (TBM) program, executing the strategy as set forth by Office of Management and Budget to communicate the cost, quantity, and value of IT investments, and linking IT costs and metrics to business metrics for data driven decision making.
Duties
Matures SBA's TBM capabilities to ensure SBA's TBM data is the backbone to the Capital Planning Investment Control (CPIC) process.
Performs benchmarking and trend analysis of IT costs.
Model cost and other metrics.
Ensures each level of governance (and associated governance bodies) have the means to obtain the right information to be able to make properly informed decisions.
Communicate verbally and in writing with senior executives, program leadership and key stakeholders within the agency and throughout the federal government and industry.
Performs other duties as assigned.
This is a bargaining unit position with AFGE Local 228. This is not a (drug) testing designated position (TDP).

Qualifications
BASIC REQUIREMENTS
This position requires that you have IT-related experience demonstrating each of the four competencies as noted below. This experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. Your resume must describe each of the four competencies in order to receive credit. Not including this information in your application will make you not qualified.
(1) ATTENTION TO DETAIL - Is thorough when performing work and conscientious about attending to detail; AND

(4) PROBLEM SOLVING - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

MINIMUM/ADDITIONAL REQUIREMENTS
Specialized Experience: In addition, I have one year of specialized experience, equivalent to the GS-13 grade level in the Federal Service, obtained in either the private or public sector:
(1) Communicating the cost, quantity, and value of IT investments, and linking IT costs and metrics to business metrics of data driven decision making; AND
(2) IT services and financial management including budgeting, cost allocations, capital and operating expense handling, IT program portfolio and investment management and application/infrastructure support; AND
(3) Collaborating with and advising other managers and staff on polices and processes on information management; AND
(4) Preparing briefing materials for internal and external purposes.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education may not be substituted for experience for this position.
