This position is located at the Albuquerque Service Unit in Albuquerque, New Mexico. The incumbent oversees and directs the operations of the medical facility to provide quality health care services to the population it serves and reports to the Director of the Albuquerque Area Indian Health Service.
Duties
Develops, evaluates, and adjusts organizational structures and systems to accomplish local goals assuring consistency with Area level and Indian Health Service goals and objectives.
Responsible for establishing and maintaining effective communication with recognized leaders of tribes served within the service unit.
Assures that the service unit has a systematic plan to improve, assess and monitor the quality of the organization's management of clinical and support processes.
Responsible for the service unit's Purchased and Referred Care (PRC) Program and evaluates the need for contracted services provided.
Delegates authority to and provides general program direction to subordinate service unit supervisors on various administrative matters.
Formulates the budget for the service unit and makes final decision on fund allocations and expenditures.
Directs the total health care delivery system of the service unit and is fully accountable for managing all aspects of the facility including health care delivery activities.
Monitors the Service Unit's financial health as well as the quality and type of health care programs presented with planned evaluation throughout the fiscal year.
Responsible for adherence to FMFIA, GPRA and maintaining standards of accreditation from the Joint Commission, AAAHC and other accreditation agencies.
Responsible for the preparation and presentation of operating plans and objectives of service unit program functions to the Indian Health Service (IHS) Albuquerque Area Office.
Leads in developing and formulating sound human resources management, policy and programs for the service unit.
Qualifications

BASIC REQUIREMENT(S):
Individual Occupational Requirement: An Undergraduate and Graduate Education with a major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration is determined to be essential to successfully perform the duties and responsibilities of this position. Applicants who do not meet this requirement are ineligible for further consideration.
In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.
MINIMUM QUALIFICATIONS:
GS-14: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least to the GS-13 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems;
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
Applicants must also possess:
Management ability to delegate authority, evaluate and oversee people and programs, recognize and adapt to changing priorities; and
Knowledge of the interrelationships and interdependencies among various medical and administrative services and programs.
SELECTIVE PLACEMENT FACTOR:
In addition to the basic requirements and minimum qualifications, applicant must have held a position that required full line responsibility for the administrative management of a health care delivery system in a hospital, large outpatient clinic, community-oriented health care delivery system such as the Indian Health Service's service units and/or headquarters in which the applicant directed the administrative and allied health services to provide efficient support for the clinical functions and services.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
