This position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Mid-Atlantic Health Care Network (VISN 6), Hampton VA Medical Center (VAMC), in Environmental Management Service (EMS). This position is a grounds leader, performing work, which provides leadership in accomplishing a variety of grounds keeping tasks which requires mainly physical abilities and effort under general supervision.

Duties

Major duties include, but not limited to: Operate farm-type tractors, trucks, and mowers with snow removal attachments, such as scrape blades, blowers, sand and ice melt spreaders for snow removal. Ensures the efficient operation and maintenance of approximately 68 acres of lawns, roads, and parking lots. Responsible for keeping trash and debris removed from roadways, sidewalks and entrances to the buildings with the use of shovels, brushes, blowers, tractor, 2.5 ton truck, backhoe, riding and push mowers, weed eaters, lawn edgers, hoes, rakes, bush axe, tree trimmers, chain saws, sand and ice melt spreader. Coordinates erection and maintenance of Medical Center exterior signs. Controls diseases in plants, trees, and shrubs through the application of chemicals and fertilization. Leader Typical leader duties performed by the applicant are: Passing on to other workers the instructions received from supervisors and getting work started, e.g. by assigning the immediate tasks to be performed by individual members of the group. Working along with other workers and setting the pace; leading by example. Demonstrates proper work methods. Obtaining needed information or decisions from supervisors on problems that come up during the work. Maintaining a current knowledge, and answering questions of other workers on procedures, policies, written instructions, and other directives. Reporting to supervisors on status and progress of work, and causes of work delays. Other related duties as assigned Preferred Experience: Operates gasoline, and diesel or electric powered vehicles with gross vehicle weight of up to and including 26,000 lbs. Operates vehicles on public roads in urban and other areas under with all types of road and pavement conditions. These vehicles are capable of carrying loads weighing up to and including 1 ton. Operates vehicles to include 14-30 passenger buses, sedans, trucks, and 12 passenger gasoline or electric shuttles to include patient transport vehicles. These vehicles have up to four (4) forward speeds and up to four (4) driving wheels. They are equipped with such driving controls as gear shift lever, brake pedal, accelerator and clutch (when the vehicle is equipped with a manual transmission) and levels for supplying power to the driving wheels. Operates buses and other vehicles with air brakes. Buses are operated occasionally contingent upon activities scheduled by other services and not on a regular and recurring basis. More regular use of the buses occurs during the months of less inclement seasons (e.g., Spring, Summer, and Fall). Drivers must also operate wheelchair lifts, as well as provide instructional training to staff on operation, function, security, and safety of the lifts. Loads and unloads the vehicle by hand, sometimes requiring help from other workers. Ensures that vehicle is not overloaded and that the cargo is protected from weather and secured to prevent falling off the vehicle. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/01/2024. EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements/Working Conditions: The position requires more frequent arm and leg movement to operate equipment controls, and lifting bags of fertilizer and seed, etc., weighing up to 100 pounds. The selectee will be expected to apply heavy physical effort in doing such tasks as frequently lifting and moving objects weighing over 50 pounds, operating (push type) power mowers on rough terrain or pushing heavy equipment. Primarily works outside in all kinds of weather. When inside, works in areas that may be dusty, drafty, and noisy. It may sometimes require working in steam tunnels, on scaffolding, etc. The equipment and tasks involved at this level frequently require special care to avoid serious injury. The incumbent may be exposed to long periods of hot sun, dust, bad weather and jolting; requires long periods of arm and leg movement.
