The Business Manager is administratively responsible to the Associate Chief of Staff for Ambulatory and Emergency Care Clinical Center (AECCC . The Ambulatory and Emergency Care Clinical Center for the VA Maryland Health Care System (VAMHCS ) is responsible for providing care to veterans at the two hospital-based programs and the community based outpatient clinics. These programs are responsible for improving access to care for veterans.

Duties

Major Duties May Include: The Business Manager is responsible for all Business Plans to initiate new community clinics, the administration of a $29 million budget, the acquisition of space and furnishings to facilitate the delivery of clinical care. He/she is responsible for the AECCC Strategic Planning and coordination with the Office of the Director. The Business Manager must ensure the systems at all sites are supporting the adherence to VHA directives, performance measures, and VISN goals. He/she develops and monitors data bases to ensure the proper utilization of resources. Productivity is monitored and provided to direct care providers. The Business Manager provides direct supervision to administrative staff within the Clinical Center. The Business Manager is responsible for monitoring the compliance with performance measures and taking corrective actions to ensure compliance. Customer satisfaction is an important aspect of the care delivered in the ambulatory setting. Monitors and manages incoming actions and requests from initial receipt to completion and closeout. Analyze subject matter of incoming information for appropriate distribution to offices internal or external to the office. Receives and monitors completed actions or responses; analyzes responses for completeness and accuracy against known policies and procedures; and ensures action or inquiry is closed out with the inquirer or office. Conducts or participates in special information flow studies, analyses, presentations and briefings, as assigned. Manages and coordinates of all online communication tools such as assigned intranet websites, internal SharePoint website collection, and other related informational tools in consultation with communication specialists. Assure compliance with all applicable policies, and development and maintenance of internal management processes related to these online tools. Collaborate with VAMHCS management and the Associate Chief of Staff, AECCC in the performance of market analyses and benchmarking with private sector health care delivery systems to develop business opportunities. Contract Administration Planning and Orientations: Incumbent defines the COR roles and responsibilities by knowing the terms and conditions to which they are assigned; participates in post-award orientation meetings to review contract milestones and responsibilities. Incumbent initiates contract modification and adjustment requests and recommends contract modifications or adjustments and provides the appropriate documentation for the request to the CO. Evaluates technical proposals against the evaluation criteria and participates in the evaluation of cost proposals; assists in best value trade-off analysis; evaluates past performance information and contacts references if the CO delegates this responsibility; assists in the evaluation of return on investment (ROI). Work Schedule: Monday-Friday 8am-4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/29/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary. Walking and travel between sites will be required. Some standing, bending, and carrying of light items such as; books, medical records, and paper may be required.
