This position is a Facility Operations Specialist, GS- 1640-7/9 working in Elmira, Michigan for the R3-Jordan River National Fish Hatchery. Duties

As a Facility Operations Specialist your duties will include but are not limited to the following: Evaluate operational and maintenance needs for installed equipment and related systems, including costs for required supplies, repair parts, and normal maintenance activities. Determine equipment needs using a working knowledge of various fish culture equipment and systems, including both stationary and mobile equipment. Submit funding estimates and justifications for inclusion in the annual budget request. Maintain, repair, and modify installed equipment and related systems in office, residences, fish culture, and related buildings. Inspect equipment and systems for safe and proper operation; identify the need for and plan repairs and maintenance following manufacturer's technical manuals and guidance. Activities include regular preventive maintenance to ensure proper equipment operation and necessary repairs to ensure continued operation. Respond to alarms as necessary to maintain health and safety of staff, real property, and aquatic life on station. Serve as the Hatchery's COTR for large, contracted construction projects and plan for and coordinate contracted work for smaller electrical, construction, plumbing, etc., jobs which routinely occur at the Hatchery. Serve as station Collateral Duty Safety Officer.

  • Certification: Incumbent will be required to maintain several Operator certifications, including but not limited to Heavy Equipment, Forklift, and Chainsaw.
  • Certification: This position is required to obtain and maintain a Commercial Driver License (CDL) within 6 months of employment.
  • Certification: This position will be required to obtain and maintain a Transportation Worker Identification Credential (TWIC) within 6 months of employment.

Qualifications

Only experience and education obtained by 03/06/2024 will be considered. In order to qualify for this position you must possess both the Basic Requirement and Minimum Qualification. Basic Requirement: Undergraduate and Graduate Education: Major study -- engineering, industrial arts, property management, or business administration. NOTE: To qualify under this option you must submit transcripts (official or unofficial) to verify your education. OR Specialized experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Examples of qualifying specialized experience include: 1) Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs; 2) Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans; or 3) Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project. NOTE: Your resume must support the experience you claim. Minimum Qualification [GS-07] Possess one year of specialized experience comparable in scope and responsibility equivalent to the GS-05 level or higher in the Federal service (obtained in either the public or private sectors). Specialized experience includes: 1) Providing assistance with maintaining and coordinating repair, e.g., modifications to facilities, vehicles, and equipment; 2) Assist in monitoring facilities contracts and contractors; 3) Assist in maintaining real property asset inventory and service database; 4) Assisting with planning, budgeting, and procurement related to facilities, vehicles, mechanical systems, and equipment; and 5) Operating various vehicles and engineering equipment. NOTE: Your resume must support the experience you claim. OR Possess one full year of graduate level education that demonstrates the knowledge, skills, and abilities necessary to do the work. NOTE: To qualify under this option you must submit transcripts (official or unofficial) to verify your education. OR Possess Superior Academic Achievement (S.A.A.). S.A.A. is based on (1) Class Standing, (2) Grade-Point Average, or (3) Honor Society Membership. (1) Class Standing: Upper one-third of the graduating class in the college, university, or major subdivision based on completed courses. (2) Grade-Point Average: A grade point average of (a) 3.0 or higher out of a possible 4.0 (B or better) as recorded on the official transcript or as computed based on four years of education, or computed based on courses completed during the final two years of the curriculum; -or- (b) 3.5 or higher out of a possible 4.0 (B+ or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final two years of the curriculum. (3) Election to Membership in a National Scholastic Honor Society: Applicants may be considered eligible based on membership in one of the national scholastic honor societies. Freshman scholastic honor societies cannot be used to meet the requirements of this position. Superior academic achievement must have been gained in a curriculum that is qualifying for the position to be filled. Minimum Qualification [GS-09] Possess one year of specialized comparable in scope and responsibility equivalent to the GS-07 level or higher in the Federal service (obtained in either the public or private sectors). Specialized experience includes: 1) Maintaining and coordinating repairs, e.g., modifications to facilities, vehicles, and equipment; 2) Monitoring facilities contracts and contractors; 3) Completing inventory of and maintaining property assets; 4) Participating in planning, budgeting, and procurement related to facilities, vehicles, mechanical systems, and equipment; and 5) Independently operating various vehicles and heavy-duty engineering equipment. NOTE: Your resume must support the experience you claim. OR Possess a master's or equivalent graduate degree or two full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. NOTE: To qualify under this option you must submit transcripts (official or unofficial) to verify your education. PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. Unofficial transcripts are acceptable; however, if you are selected for the position, you will be required to produce the original official transcripts.

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
