Air Reserve Technicians are full-time civilian employees who are also members of the Air Force Reserve unit in which they are employed. In addition to their civilian assignments, they are assigned to equivalent positions in the Reserve organization with a Reserve military rank or grade. Appointee's civilian assignments will consist of the following duties.

Duties

The primary purpose of this position is to serve This is an Air Reserve Technician (ART) officer position which serves as a navigator instructor providing ground and airborne navigational flight instruction to assigned Reservists in unit type aircraft. Position requires accomplishing a variety of administrative duties related to flight instruction and mission accomplishment such as scheduling, squadron operations management, combat mission planning, and training. DUTIES: 1. Position serves as Instructor navigator/CSOs, Examiners, and Standardization Evaluation Examiners. Performs duties of navigator/CSO to accomplish assigned missions. Responsible for aircraft qualification and requalification, instrument flight and weather reconnaissance mission training of assigned or attached navigator/CSOs. 2.Performs duties of navigator/CSO to accomplish assigned missions. Reviews mission tasking, intelligence, and weather information. Participates in mission planning, preparation and filing of flight plan, and crew briefing. Ensures aircraft is pre-flighted, inspected, loaded, equipped, and manned for mission. 3. Navigates aircraft to accomplish assigned mission. Operates available navigation systems. Conducts training of crewmembers. Ensures operational readiness of crew by conducting mission specific training. Develops plans and policies, monitors operations, and advises commanders. Assists commanders and performs staff functions related to this specialty. 4. Interviews navigator CSOs assigned or attached to determine backgrounds and training in various types of aircraft, especially in the type of aircraft assigned to the unit. Schedules navigator/CSOs as to type, phase and degree of flying training required and scheduling individual navigator/CSOs for extra flying hours when determined necessary. 5. Conducts a continuous and aggressive flying safety program and maintains a complete file on flying safety matters for the education of all assigned aircrew.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Supplement to Qualification Standards for Air Reserve Technicians (ART), approved August 2017. SPECIALIZED EXPERIENCE: No specific length of experience required. The qualifications of Navigator (Instructors) in an Air Force active duty and Reserve force are directly related to the completion of prerequisite training and number of flying hours rather than years of experience. MINIMUM FLYING HOURS: Must have a minimum of 1000 hours total military flight time and instructor qualified in unit aircraft, hold or qualify for a USAF Navigator or Combat Systems Officer rating. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENTS FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in--grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of and skill in the application of rated aviator expertise, as a navigator. Knowledge of flying operations and capabilities, limitations, and techniques for employment of unit-assigned aircraft. Knowledge of instructional plans formulation pertaining to flying operations and unit flying training activities. Knowledge of the relationships of the various Air Force Reserve entities, other MAJCOMs and Air Force in overall planning and execution of military operations and evaluations. Ability to communicate effectively both orally and in writing. OTHER SIGNIFICANT FACTS: This is an Air Reserve Technician (ART) position. Incumbent must meet and maintain Air Force Reserve requirements. Work schedules will be aligned to allow the incumbent to function fully on unit training assembly (UTA) weekends. The incumbent's regular assignments are primarily ART duties; however, the incumbent may be assigned some non-ART duties, generally, not to exceed 30% of total responsibilities. Must be an instructor qualified, mission-ready, rated navigator member on flying status in unit to which assigned. If not instructor qualified at the time of selection, incumbent must obtain instructor qualification rating within 6 to 12 months of selection. Required to work uncommon tours of duty with limited/no notice. This is a "key management" position requiring the incumbent's participation in formulating, determining, or influencing the assigned unit's training policies, IA W FPM Sup 930-71, Appendix. D. This is designated as a mobility position. Incumbent must be willing to move/transfer to another unit/location on a lateral or promotion directed by HQ AFRC. Must take and pass standardization/evaluation examinations which consist of both written tests and actual flight performance to demonstrate flight knowledge and abilities required of the position, prescribed by regulations. Incumbent is subject to the normal pressures, deadlines and other conditions inherent in this position and others found in the aircrew occupation. May be exposed to gravity forces of three to seven depending upon aircraft to which assigned. Must participate in regular and frequent flights as required by the commander, over and above the flying necessitated by the position. May be assigned additional duty flight examiner responsibilities as determined by the supervisor. "This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position." PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
