You will serve as a MANAGER in the CONTRACTS 20000 of NAVWARSYSCEN ATLANTIC CHARLESTON SC.

Duties
You will demonstrate knowledge of acquisition and contracting for C4ISR equipment and services of complex nature and high dollar value.
You will demonstrate mastery of procurement processes including performance based services acquisition (PBSA) source selection process, sophisticated pricing arrangements, negotiations and post award functions.
You will use the full spectrum, of contract types and techniques, including cost reimbursable, cost plus award fee, cost plus incentive fee, and indefinite delivery, multiple award, and Performance Based Services Acquisition (PBSA) contracts.
You will be responsible for acquisition planning, advertising, negotiating, awarding, administering and/or terminating routine and highly complex contracts and/or task and delivery orders for support of C4ISR systems and services.
You will ensure the Competency has the available contract capability and capacity to perform its mission.
You will be responsible for promoting the Equal Opportunity (EEO) Program.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.

Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Responsible for the leadership and operation of the acquisition and contracting/procurement function performed for the Technical Departments and their sponsors; AND plans, develops and establishes the overall goals and objectives for the team.

Education
Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:
A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement. Applicants currently in the Contingency Contracting Force are also exempt from meeting this requirement.
