This position is located at the Sequoia & Kings Canyon National Parks, in the Vegetation Management Division.
Duties
This is a term position (more than 1 year) with an initial appointment expecting to last at least 13 months but may be extended up to a total of four years, or more based on any changes to regulations governing the number of years term appointments may last, without further competition. Term positions do not convey permanent status in the Federal service. The National Park Service retains the right to extend the duration of this appointment after selection and/or appointment, based on changes to the regulation governing the number of years term appointments may last. This change, which may be made at the agency's sole discretion and without further competition, shall not be construed or interpreted as the granting of a right to a selectee or employee to such an extension. No extension to a term appointment shall be granted to a selectee/employee to an amount of time that exceeds the maximum number of years authorized under any present or current regulation, unless such regulation expressly allows such action.
Major duties include but are not limited to:
Prepares or supervises the preparation of environmental assessments (EAs) for projects in compliance with the National Environmental Policy Act and biological assessments in compliance with the Endangered Species Act.
Prepares and coordinates the writing of the natural resource sections of management plans and specific action plans pertaining to the management and protection of natural resources.
Seeks out new partnerships, develops collaborations, and negotiates agreements and other cooperative instruments needed to effectively carry out resource stewardship goals.
Collects, analyzes, and synthesizes scientific information from research, monitoring, resources management actions, and other sources of information then prepares reports for specific projects, managers, park staff, and partners.
Carries out project management duties by developing scopes of work, schedules, cost estimates, funding proposals and may serve as contracting officers representative for assigned projects.
Specific duties include:
Involvement in post-fire forest restoration, particularly assisting with planning and compliance of giant sequoia and fisher habitat reforestation projects. Collaborates with Restoration Ecologist in planning and implementing reforestation of giant sequoia and mixed conifer forest. Tasks include assisting with restoration plan development; coordinating with USGS, USFS, and Fire Ecology field crews; compliance; data management/analysis; and GIS.
Coordinates implementation of established vegetation management projects.
Applies forest biology knowledge to development of fire and fuels management planning and reviewing projects that impact forest resources.
Uses judgement to develop protocols and procedures for assessing forest health and the success of reforestation projects. Collaborates with NPS Inventory & Monitoring, researchers, and regional collaborators on forest heath in montane and subalpine forest communities.
Acts as subject matter expert for compliance with National Environmental Policy Act (NEPA) and Endangered Species Act (ESA), particularly regarding white bark pine.
Qualifications

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount qualified specialized experience.
Basic Requirements for Biologist, GS-0401:
Successfully completed a degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
-OR-
Possess an equivalent combination of education and experience that includes courses equivalent to a major, as listed above, plus appropriate experience or additional education.
-AND-
In addition, to qualify for this position at the GS-11 grade level, you must possess at least one of the following OPM's Qualification Standards by close of the announcement:
Specialized Experience: One year of specialized work experience equivalent to the GS-09 grade level in the Federal service or comparable experience gained in the private sector. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Examples of specialized experience include: Independently carry out ecological or biological studies following established protocols; perform established, standardized test and analyses on a broad range of biological samples; conduct monitoring and restoration projects of a wide range of natural resources; record, compile, and organize data; develop written reports using computer-based technology such as geographic information systems (GIS). You must include hours per week worked.

Education: 3 years of progressively higher-level graduate education leading to a PhD., a Ph.D. degree or equivalent graduate degree in a field that is directly related to the biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. You must include transcripts. NOTE: One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that number cannot be obtained from the school, 18 semester hours should be considered an academic year of graduate study.

Combination of Specialized Experience and Education: A combination of education and experience as described in above. Note: only graduate level education in excess of 2 years may be combined with experience. To calculate your percentage of qualifying graduate education, divide your number of semester hours in excess of 36 semester hours by 18 or the number your school uses to represent one year of full time graduate academic study. To calculate your percentage of experience, divide your months of qualifying specialized experience by 12. Add the two percentages. The total must equal at least 100 percent to qualify. You must provide copies of your transcript and the hours worked per week on your resume.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify based on education, you must submit a legible copy of transcripts from an
accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
