This position is located in a district or area office within one of the six (6) regional offices (RO) of the Office of Federal Contract Compliance Programs (OFCCP). The purpose of OFCCP is to enforce, for the benefit of job seekers and wage earners, the contractual promise of affirmative action and equal employment opportunity required of those who do business with the Federal Government. All current Department of Labor employees with competitive status.

Duties

Applicants should apply to the location(s) they are able to regularly report to. Location will be determined once selection(s) is made. Salary posted reflects pay range for all locations. Once the selection has been made, the salary will be set in accordance with the selectee's location. Applicants can select a maximum of 2 locations. The positions can be filled in any of the following locations: Pittsburgh, Pennsylvania Arlington, Virginia Milwaukee, Wisconsin Chicago, Illinois San Antonio, Texas Jackson, Mississippi Columbia, South Carolina Major Duties: Assists the District Director (DD) in planning, prioritizing, directing, and assigning work, collaborating with peers and subordinates, including all fiduciary responsibilities, to achieve OFCCP'S mission. Prepares cases for scheduling and assignment and is responsible for case processing and quality. Within National Office (NO)and RO guidelines, ensures that professional staff conducts detailed and comprehensive analyses of federal contractors' affirmative action plans, total employment procedures, and practices to determine responsiveness to federal procurement and EEO laws, executive orders, policies, rules, and regulations. Directs and participates in complex investigations and may personally attempt to conciliate complaints of alleged discrimination in employment by federal contractors. Directs and participates in complex pre-award compliance reviews. Oversees and personally negotiates adjustment of contractor employment policies and practices that are not responsive to equal employment opportunity (EEO) provisions of federal contracts including drafting conciliation agreements and letters of commitment. Oversees and personally negotiates and develops conciliation agreements with contractors found in violation of the regulations. Participates in negotiations and other matters relating to the resolution of discrimination violations. Develops and maintains contact with stakeholders to include contractors, union representatives and groups, and community, public, and private groups in the geographical area to explain and foster cooperation with OFCCP programs. Develops cases for which administrative and/or judicial actions are appropriate and recommends these actions to the DD for disposition. OFCCP enforces E.O. 11246, as amended; Section 503 of the Rehabilitation Act of 1973, as amended, and 38 U.S.C. 4212 of the Vietnam Era Veterans' Readjustment Assistance Act of 1974, as amended. Qualifications

Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. IN DESCRIBING YOUR EXPERIENCE, PLEASE BE CLEAR AND SPECIFIC. WE WILLNOT MAKE ASSUMPTIONS REGARDING YOUR EXPERIENCE. POSITION TITLES ALONE CANNOT BE USED TO DETERMINE IF YOU ARE QUALIFIED. PLEASE LIST DATES IN MM/DD/YYYY FORMAT. THIS IS IMPERATIVE IN DETERMINING IF WHETHER YOU HAVE AT LEAST ONE YEAR OF CREDITABLE SPECIALIZED EXPERIENCE. DATES WILL NOT BE ASSUMED. Applicants must have one year (52 weeks) of specialized experience equivalent to the GS-12 level in or related to the work of Compliance that provided the specific knowledge, skills and abilities to successfully perform the duties of investigating, team leading, interviewing, analyzing data, and evaluating compliance with regulations. Applicant must demonstrate work experience in at least three of the following: 1. Work experience analyzing equal opportunity and/or investigating compliance with Federal, state or local government employment regulations. 2. Work experience conducting fact-based investigations including compiling and analyzing data, reviewing files and personnel policies, and conducting interviews in order to make recommendations for resolution. 3. Work experience analyzing policies, practices and procedures, and determines whether those practices impact members of different groups. 4. Work experience participating in negotiations and conciliation of other matters relating to the resolution of non-compliance with requirements. 5. Work experience developing, planning, or coordinating outreach activities or educational opportunities with organizations, or groups to communicate requirements and guidance. 6. Experience working collaboratively either as a team member or a team leader with a variety of stakeholders to achieve organizational goals related to investigating employer compliance with local, State or Federal laws. 7. Work experience investigating compliance with federal, state or local laws, such as labor standards, programs ensuring the safety or workers, or programs that prohibit discrimination based on race, color, religion, sex (including pregnancy), sexual orientation, gender identity, national origin, disability, and status as a protected veteran.
