Duties

The Medical Qualification team implements medical requirements and makes determinations for CBP positions with a pre-employment medical requirement. As a Nurse Consultant on the Medical Qualification team, you will perform extensive review of medical records of job applicants to CBP. This position starts at a salary of $94,652.00 (GS-12, Step 1) to $123,043.00 (GS-12, Step 10) with promotion potential to $123,043 (GS-12 Step 10). In this Nurse Consultant position you will become a key team member of Homeland Security professionals by analyzing medical data to make medical qualification decisions. Typical work assignments include: Performing extensive review of medical records of job applicants applying to CBP. Reviewing medical examination screening results and medical records submitted by applicants and perform ongoing reviews of documentation submitted by applicants and physician consultants to ensure accuracy and soundness of judgment. Communicating with applicants by email and phone regarding recommended follow-up, explanation of medical information to individuals with a broad range of medical understanding, and occasional communication with medical providers. Using nursing judgment and critical thinking skills regarding issues that may affect safe and efficient job performance to make medical determinations.

Qualifications

Basic Requirements Education: A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education, Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission for Midwifery Education, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. Degree from Foreign Nursing School: Official certification from the Commission on Graduates of Foreign Nursing Schools is required for individuals who graduated from foreign nursing schools. Nurse Licensure/Registration: For all grade levels and positions, applicants must have passed the National Council Licensure Examination. In addition, they must possess and maintain a current, active, full, and unrestricted license as a registered nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. AND Experience: In addition to the mandatory license and education described above under Basic Requirements applicants must have at least one or more full years of professional nursing experience that is equivalent to the next lower grade level. The work experience must have equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. You qualify for the GS-12 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Performing extensive reviews of medical records Applying critical thinking skills regarding the effects of medical issues/conditions on safe and efficient job performance Documenting case details clearly and concisely Providing customer service through effective communication with patients/clients/applicants/employees, coworkers, physicians, and management NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process by 02/28/2024. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. Background Investigation: U.S. Customs and Border Protection (CBP) is a federal law enforcement agency that requires all applicants to undergo a thorough background investigation prior to employment in order to promote the agency's core values of vigilance, service to country, and integrity. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency waiver by meeting one or more of the following conditions: Working for the U.S. Government as a federal civilian or as a member of the military A dependent who was authorized to accompany a federal civilian or member of the military who was working for the U.S. government Participation in a study abroad program sponsored by a U.S. affiliated college or university Working as a contractor, intern, consultant or volunteer supporting the U.S. government Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment. Current and former federal employees may be required to serve or complete a probationary period.
