Duties

The working title for this position is Social, Behavioral and Economic (SBE) Scientist. As a Social, Behavioral and Economic (SBE) Scientist you will perform the following duties: Serves as a technical expert in support of the National Fire Weather Program. Assists the National Weather Service (NWS) SBES Program Director in exploring and analyzing the feasibility of various SBES solutions, in the planning, coordinating and execution of NOAA's SBES mandates in support of the NWS mission. Develops presentations, reports, and communication materials. Provides advice to leadership, management officials, and staff on appropriate procedures and practices in developing quality documents for submission to NOAA Headquarters and the Department of Commerce. Develops and conducts program and policy analyses to identify and understand the SBES scientific and technological needs, improvements and preferences of the SBES Program with emphasis on the National Fire Weather Program. Serves as the NWS OMB PRA Fire Weather Program Liaison supporting the OMB PRA process by providing support in the drafting of data collection instruments, ensuring NWS is compliant with OMB PRA rules and regulations, and providing a service to the Fire Weather Program (and any SBES funded Principal Investigators) in the planning and coordination of the ICR review timeline, including all supporting documents.

This handbook is available on the Office of Personnel Management's website located at: https://www.opm.gov/policy Basic Requirements: Degree: Behavioral or social science; or related disciplines appropriate to the position. -OR- Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.- OR- Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. *NOTE: related disciplines: i.e. economics, psychology, political science, social geography, etc. AND SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the GS-13 level: SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the GS-12 level in the Federal service. Specialized experience MUST include all of the following: Planning, scheduling and keeping within budget for a social, behavioral, and economic research project. Applying social, behavioral, and economic research to meet research goals for a weather-related project. Evaluating results of research projects to determine effectiveness and feasibility of incorporating new technology, techniques, or methods into an ongoing weather-related program to meet their needs.

Education

Education completed in colleges or universities outside the United States may be used to meet the above requirements. You must provide acceptable documentation that the foreign education is comparable to that received in an accredited educational institution in the United States.
