As the Financial Quality Assurance Manager (FQAM) for the South Central VA Health Care Network, you will provide quality control oversight and review of the activities in finance, acquisition, logistics and capital asset management across the VISN to ensure compliance with appropriate VA program requirements.

Duties

The FQAM will conduct and oversee internal reviews and perform financial reviews for the VISN and support VA Medical Centers (VAMC). Major duties of the FQAM position include, but are not limited to: Advises leadership of noted deficiencies and helps to formulate recommended corrective actions. Works with other VISN FQAMs and other personnel to develop audit tools/protocols as part of VA/VHA initiatives. Ensures that VA/VHA financial policies are consistently implemented within the VISN and confirm that any updated changes are adhered to by providing consultative services to VAMCs. Develops, implements, and evaluates an annual review schedule for the Financial Quality Assurance Team. Provides audit/review oversight across the VISN to ensure compliance with appropriate VA program requirements; Determines/recommends areas in need of improvement and provides the appropriate tools for improvement. Work Schedule: Monday - Friday, 8:00 am to 4:30 pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process. Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/27/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and education as described below: Individual Occupational Requirement Degree: auditing; or a degree in a related field such as business administration, finance, public administration or accounting. OR Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following: A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours. Specialized Experience: In addition to the meeting the individual occupational requirement, you must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Performing and/or overseeing financial reviews by examining accounts and financial records. Providing consultative services to program offices and facilitating performance improvement by providing training to business and financial processes as well as internal controls. Conducting, developing, and overseeing performance audits to determine economy, efficiency, and effectiveness of financial programs. Conducting, developing, and overseeing special audits, surveys, reviews, evaluations, studies. Performing and overseeing Quality Assurance Oversight Reviews designed to address systematic operational material weakness. You will be rated on the following Competencies for this position: Audit ReportingAuditingCommunicationsFinancial Systems Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary and usually accomplished while seated at a desk. The position does not require travel (primarily within the VISN geographic area; usually one week or less) and can include some physical activity in order to perform certain site review requirements such as visiting construction sites or locating equipment.
