OIG is responsible for preventing and detecting fraud, waste, abuse, and violations of law, and for promoting economy, efficiency, and effectiveness of USAID programs. OIG provides oversight of the U. S. African Development Foundation (USADF), the Inter-American Foundation (IAF), and Millennium Challenge Corporation (MCC).

Duties

As an Auditor (Performance) assigned to Office of Audits, Global & Strategic Audits Division (GSAD) or the Office of Audit, Millennium Challenge Corporation, Audits Division (MCC/A) you will: Analyze and evaluate narrative, financial, and statistical reports and program data using quantitative and qualitative research methods and techniques, such as questionnaires, interviews, and reviews of computer data to assess the effectiveness of programs or operations in meeting established goals and measure applying relevant criteria. Conduct high quality performance audits in compliance with Generally Accepted Government Auditing Standards (GAGAS) and professional audit standards and Inspector General audit policies and procedures. Prepare and maintain audit working papers including analytical summaries, in accordance with GAGAS. Work with team members to establish relevant facts, determine if evidence collected is sufficient and appropriate to support findings, and link those findings to appropriate audit recommendations. Assist senior staff in a full range of analytical steps, from planning and designing the audit through implementing the audit, to reporting results orally and in writing. Participate in interviews with federal agency officials and program recipients to collect information and present findings, conclusions, and recommendations.

Auditing Series, 0511 - Individual Occupational Requirements Basic Requirements: A. Degree: auditing; or a degree in a related field such as business administration, finance, public administration, or accounting. or B. Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following: 1. A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or 2. Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours. Individuals with degrees, international affairs, international development, regional or area studies, public policy or evaluation, journalism with an international focus, or security policy, or related degrees are strongly encouraged to apply. In addition to the mandatory education requirements specified in this announcement, applicants must have specialized experience and/or directly related education in the amounts shown below: Specialized Experience: GS-12: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 Specialized experience for this position includes: (1) Researching and gathering information; (2) Documenting work papers, preparing segments of written reports; (3) Reviewing audit reports, surveys and special studies conducted by independent public accounting firms and documenting the results of these reviews; (4) Conducting quality control reviews on independent public accounting firms' work papers in accordance with Generally Accepted Government Auditing Standards (GAGAS). GS-13: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. One year of specialized experience refers to full-time work; we consider a part-time job on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes (1) Leading and executing complex performance audits in accordance with GAGAS;(2) interpreting complex policies and regulations in support of audit reviews; and(3) developing methods and procedures to resolve problem areas identified during audit operations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position's duties to be filled, including volunteer experience. CTAP/ICTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities that clearly exceed the position's minimum requirements. A well-qualified employee must meet the qualification and eligibility requirements of the position, including any medical qualifications, suitability, and minimum education and experience requirements, meet all selective factors (where applicable); meet quality ranking factors and are assigned a score of 85 or higher; be physically qualified with reasonable accommodation to perform the essential duties of the position; meet any special qualifying U.S. OPM-approved conditions; AND be able to satisfactorily perform the duties of the position upon entry without additional training. A well-qualified candidate will not necessarily meet the definition of highly or best qualified when evaluated against other candidates who apply for a particular position. Selecting officials will document the job-related reason(s) for qualification determinations in the absence of selective and quality ranking factors.
