This position is located with the Bureau of Indian Affairs, Deputy Director, Trust Services in Lakewood, Colorado. The incumbent in this position provides a full-range of expertise in forest inventory, data analysis, and forest management planning. Duties

Responsible for planning and coordinating within all 12 Regions, at the National level, multiple forest inventories and planning projects that include Continuous Forest Inventories, Temporary Plot Inventories, and Stand Exam Inventories. Coordinates with forestry staff on forest inventory methods, sample designs, and data analysis tools to ensure statistically sound and efficient inventory procedures and analyses are employed. Evaluate applications for automating data collection from permanent plot inventories, stand level inventory, biological field measurements, and forest vegetation modeling. Participate in periodic reviews of inventory projects, and analytical procedures to evaluate proposed changes for field data collection. Assists in developing Bureau wide forest inventory and planning policies, in collaboration with the Regions. Participate in the development, planning and maintenance of computer applications used for forestry data management and analysis. Develop and maintain strong communications with Regional Forestry staff. Prepare summaries of accomplishments for the Branch Chief of Forest Inventory and Planning, including interactions with Regional, Agency, and Tribal staff and any work with intertribal organizations. Prepare and/or review budget justifications for forest inventory projects. Improve the quality of service, as it relates to forest inventory and planning, provided by the Branch to Regional and Tribal Forest programs. Review and analyze current research and recommend implementation of new or established forestry practices or techniques. Plan for and actively participates in National Forestry Meetings and Conferences including coordinating and moderating panel discussions/workshops and delivering presentations on FMI&P topics.

Qualifications

EXPERIENCE AND EDUCATION REQUIREMENTS: OPM Operating Manual, Qualification Standards for Professional and Scientific Positions for this series in conjunction with the Individual Occupational Requirements for GS-0460 series https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/0400/forestry-series-0460/ BASIC QUALIFICATIONS: Degree: Forestry; or a related subject-matter field that included a total of at least 30 semester hours in any combination of biological, physical, or mathematical sciences or engineering, of which at least 24 semester hours of course work were in forestry. The curriculum must have been sufficiently diversified to include courses in each of the following areas: Management of Renewable Resources - study of the science and art of managing renewable resources to attain desired results. Examples of creditable courses in this area include silviculture, forest management operations, timber management, wildland fire science or fire management, utilization of forest resources, forest regulation, recreational land management, watershed management, and wildlife or range habitat management. Forest Biology - study of the classification, distribution, characteristics, and identification of forest vegetation, and the interrelationships of living organisms to the forest environment. Examples of creditable courses in this area include dendrology, forest ecology, silvics, forest genetics, wood structure and properties, forest soils, forest entomology, and forest pathology. Forest Resource Measurements and Inventory - sampling, inventory, measurement, and analysis techniques as applied to a variety of forest resources. Examples of creditable courses include forest biometrics, forest mensuration, forest valuation, statistical analysis of forest resource data, renewable natural resources inventories and analysis, and photogrammetry or remote sensing. OR Combination of education and experience: courses equivalent to a major in forestry, or at least 30 semester hours in any combination of biological, physical, or mathematical sciences or engineering, of which at least 24 semester hours were in forestry. The requirements for diversification of the 24 semester hours in forestry are the same as shown in A above, plus appropriate experience or additional education. MINIMUM QUALIFICATIONS: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing at least three of the five following type of work and/or tasks: GS-12: Recording of peer reviewed publications(s); independently collecting and analyzing forest inventory data, planning and coordinating forest inventories for permanent plot, stand level and stocking study sampling, developing forest inventory analysis report, providing technical expertise to Forest Managers for the collection, analysis and reporting of forest data. GS-13: Collaborating or independently collecting and analyzing forest inventory data, and developed forest inventory analysis reports; provide technical expertise to Forest managers. Conducting technical forestry work including timber cruising, volume estimation, technical assistance for use of forest or sale of forest products; Collecting forest data for statistical analysis to be used by industries and government bodies; Establishing and measuring permanent forest sample plots for land management surveys for the collection, analysis, and reporting of forest data. All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date. Preference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Preference Act of 1934 (title 25, USC Section 472).
