The Intelligence Community (IC) Chief Information Office (CIO) is responsible for advancing the Intelligence Community's mission by driving secure collaboration, integration, and information sharing; identifying and addressing information enterprise risks; and providing strategic leadership and oversight of the IC's enterprise architecture and enterprise information technology.

Duties

As CSG Deputy Director, provide key support to the principal advisor on cybersecurity activities within the ODNI and IC. Along with the Director, lead, develop, and maintain an overarching and comprehensive information security program for the integrated IC IE. Serve as the Deputy IC CISO and assist leading whole-of-government cybersecurity initiatives, coordinating across the IC to deliver a comprehensive response to directives, memoranda and other taskings from IC, Department of Defense (DoD), and Federal leaders. Perform duties associated with improving the effectiveness and success of the IC information security program and the safeguarding of (a) information collected or maintained by or on behalf of IC elements; and (b) information systems used or operated by or on behalf of an IC element or by a contractor of an IC element. Participate in and collaborate through the IC's information security risk management committee and other cybersecurity governance bodies to set priorities, measure progress, and report regularly to senior forums. Making recommendations to the Intelligence Community Chief Information Officer (IC CIO), senior leaders, and governance forums regarding cybersecurity-related risks, ensuring consistency with law and policy, and providing guidance and oversight of cybersecurity-related risk assessments and risk decisions. Lead a Group within the Office of the IC CIO with the mission and resources to support and perform the IC information security responsibilities of the IC CIO to include managing and overseeing the Independent Validation Authority for the IC. Serve as Acting Authorizing Official or Delegated Authorizing Official for Services of Common Concern or Community Shared Resources, if so appointed. Represent the IC in Federal Government and international partner safeguarding initiatives. Perform all duties associated with the IC Public Key Infrastructure Policy Management Authority. Monitor compliance with IC CIO mandated cybersecurity standards and policies, and ensure IC entities take steps for remediation when necessary. Provide waivers where compliance is not possible but require a plan of action and milestones to improve performance and ensure compliance in the future. Monitor for compliance gaps and escalate as necessary. Assist the IC Chief Financial Officer, as requested, in evaluating IC element performance plans, including budget, staffing, and training, necessary to implement the IC element's information security program or their responsibilities within the IC information security program. Assist the IC Inspector General, as requested, in preparing the annual report to the DNI and Congress consisting of summarized independent evaluations of IC element information security program and practice effectiveness. Partner closely with IC's Chief Architect, Chief Data Officer, the National Counterintelligence and Security Center, and IC Security Coordination Center to integrate strategies and initiatives to secure the IC's data, missions, and technology. Provide leadership and/or oversight to complex IT projects or programs that may include ill-defined requirements, ambiguity, parallel tasks, multiple dependencies, high risks, and multiple interfaces; ensure alignment with strategic or corporate objectives; lead the definition and review of customer and stakeholder requirements; ensure plans and schedules are developed and followed throughout the life of the project.

Requirements

  • Must be a U.S. Citizen residing in the United States
  • Appointment is subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI)
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • A two-year trial period is required for all new permanent appointments to the ODNI.

Qualifications

Mandatory Requirements: Expertly recognized as a cybersecurity leader in the area of policy and planning, security engineering, systems analysis, network services, cloud computing, data management, and Internet services. Superior creative and objective ability to influence and apply approved cybersecurity policies and practices, along with mission and business objectives/priorities, striking risk-based balance when making cybersecurity recommendations and decisions. Expert leadership ability and business acumen, capable of developing effective integration strategies, building coalitions, and driving change to improve operations within large, complex organizations. Superior ability demonstrating resource management and strategic planning expertise to secure and manage resources, and apply and manage resources to affect desired outcomes. Ability to manage competing priorities and work requirements by continuously evaluating the needs of the organization's mission against on-going work; and planning/scheduling own and unit's work. Superior expertise setting and communicating challenging goals, translate vision into specific initiatives, and effectively delegate, coordinate and motivate individuals to achieve results. Expert knowledge of cybersecurity for the US IC and DoD. Expert ability to recruit, retain, and train high functioning teams who achieve cybersecurity results. Superior interpersonal skills to work effectively with internal and external leaders and to coordinate, network, and communicate across the IC. Expert experience in providing leadership, oversight, and guidance to the effective management of complex projects; in managing and mitigating risks, assessing customer requirements, identifying dependencies, and developing responsive project plans; in estimating costs and other resources using quantitative analysis to project requirements. One year of specialized experience at the next lower GS-grade (or equivalent). IT related experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT Certification). IT- related experience demonstrating each of the four competencies (Attention to Detail, Customer Service, Oral Communication, and Problem Solving). Four years of program or project management experience, shall include one year of experience in federal programs and project, within the last ten years. The one year on Federal programs can either be as Federal civilian or member of industry.
