This position is located at the Michael E. DeBakey Veteran Affairs Medical Center (MED VAMC) which is an extremely complex level 1A facility. The incumbent functions as the Boiler Plant Supervisor in the Maintenance and Operations Section within the Facilities Management Service Line. The incumbent is responsible for the overall operations of Steam Production for MEDVAMC Domestic and Hot Water Heating Systems.
Duties
Major Duties
The employee will be responsible for supervising (6) WG-5406-09 (Utilities Systems Operators and demonstrating proper operations and work methods; recommend promotion or reassignment of subordinate employees, makes formal appraisals of their work performance, and determine training needs for all levels of subordinate employees and workers.
Promote and administer a variety of management programs for the units supervised, such as VHA 1810 Directive, safety, cost reduction, incentive awards, and quality assurance within policies and procedures established by higher authority.
The employee assures that subordinate workers effectively carry out policies and standard operating procedures to achieve Program Management objectives in such areas as labor-management relations and equal employment opportunity, schedule leave and review personnel actions and employee performance appraisals.
Acts on personnel problems referred by subordinate employees, provide counseling, and serve as management representative at hearings, meetings, and negotiations involving labor-management relations.
Assure that appropriate production reports and administrative records are maintained.
Periodically reviews job descriptions of subordinates for currency and accuracy and makes necessary changes; report detailing of employees to jobs other than their own.
Initiate or participate in review and improvement of work methods, organizational features, and the structuring of positions to eliminate unnecessary ones and achieve optimum content in those remaining
The employee is responsible for managing and maintaining the Boiler Plant, Steam and Hot Water Systems as well as other significant utility systems for MEDVAMC.
The employee must ensure the completion of all maintenance and repair activities for these systems as well as ensure the operational safety devices and well-being of staff working on these systems and in this industrial setting.
The incumbent administers a continuing education and training program including instruction as to the proper use of safety devices and safe work habits and personal protective equipment.
The incumbent evaluates the staffing needs within his/her section in terms of both discretionary and nondiscretionary workload and medical center objectives.
The incumbent resolves differences between key subordinates, makes staff selections for key positions, and takes disciplinary actions and any other conclusive personnel actions necessitated by the circumstances
The incumbent constantly reviews aspects of the Engineering programs to assure efficient utilization of resources and maintain cost effectiveness relative to the established boundaries or constraints.
In the performance of their duties the Operations Supervisor shall ensure compliance with all VHA and local directives related to safety, life safety, health, hazardous materials (including maintaining material safety data sheets and updating the chemical inventory every sixmonths) and emergency management; shall ensure employees or contractors under their direction abide by all OSHA, EPA, NRC, DOT, DEQ, JCAHO and other federal, state or local safety and health requirements.
This supervisor drafts Medical Center and Engineering Service policies and procedures. Included in this position is the required periodic review of existing policies and procedures and drafting recommended changes for upper level management approval.
This position will be responsible for ensuring all safety devices are properly installed and tested in accordance with VHA Directive 1810, and ensuring all boilers receive annual inspection. The incumbent is responsible for developing and implementing an action plan to correct deficiencies.
This manager administers a utility management and preventive maintenance program and prepares internal systematic review reports on a quarterly basis.
Work Schedule: Monday - Friday 7:30AM- 4:00PM (Subject to change based on agency needs)

Physical Requirements/Working Conditions: Employee exerts considerable physical effort by walking, climbing stairs and ladders. May be required to carry objects of varying weights, sized, and shapes.
