Duties

The primary purpose of this position is: To serve as Air Combat Command (ACC) and Air Force Global Strike Command (AFGSC) Terminal Instrument Procedures (TERPS) Cell Specialist. Serves as alternate Command focal point for all TERPS quality assurance issues at HQ and base locations. Reviews and makes recommendation on flight information and terminal instrument standards, policy, directives, and future technical/software development. Participates in special projects, studies and initiatives. Represents ACC and AFGSC with a variety of installation and functional area organizations. Serves as alternate ACC and AFGSC TERPS data automation programmanager.

  • A valid ATC Specialist certificate and/or Control Tower Operator certificate is required.
  • Completion of the Terminal Instrument Procedures course; introduction to Global Procedure Designer (GPD), (E5AZG1C171 00FA) is required.
  • Completion of additional Job Qualification Standards necessary for the award of SEI 365 is required.
  • Temporary Duty and travel by military and/or commercial aircraft, inside and outside CONUS is required.
  • A Secret security clearance is required.
  • Bachelor’s degree or higher in the field of Aeronautics is highly desirable.
  • Extensive operational and management experience in Air Traffic Control, Airfield Management, or Airspace Management is desirable.
  • This is a Testing Designated Position. The employee is subject to random drug testing.
  • Five years of Terminal Instrument Procedures development experience; minimum three years of Terminal Instrument Procedures development experience at MAJCOM level
  • Experience with non-DOD developed Terminal Instrument Procedures, and experience with Air Traffic Control and Landing Systems (ATCALS) Siting and Obstacle Evaluation is highly desirable
  • Completion of FAA Basic RNAV (GPS) Procedure Development (21626), FAA Airspace and Procedures (50019), FAA Obstruction Evaluation Airport/Airspace Analysis (12051); and Air Force NEPA (National Environmental Policy Act) Training highly desirable

Qualifications

This position has duties and responsibilities which are consistent with parameters established by Executive Order. The Air Force has determined that the incumbent of this position will be subjected to random drug testing under provisions as outlined in the Air Force Civilian Drug Testing Plan (Tier One).. NOTE: The position has access to highly classified materials and is directly responsible for procedures which affect flight safety and possible loss of life. This is a Term position NTE (31 Dec 2026); the individual selected for this position may be extended without further competition. Current Federal civilian employees may apply for this position using "Reinstatement" eligibility and if selected, a break in service of at least 4 calendar days may be required prior to appointment to this position. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, to include the Individual Occupational Requirements (IOR), Air Traffic Control Series 2152 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes military or civilian air traffic facility that demonstrated possession of the knowledge, skills, and abilities required to perform the level of work of the specialization for which application is made. This experience must have provided a comprehensive knowledge of appropriate air traffic control laws, rules, and regulations; knowledge of military, civil and international Terminal Instrument Procedures Specialist (TERPS) concepts, management concepts, management practices and operations requirements of civil engineering rules and regulations relating to airfield waivers, airfield construction, pavement deterioration and airfield markings/signs and identification; knowledge of Air Traffic Control procedures, laws, rules, and regulations, USAF Airfield Management, FAA Orders/ Advisory Circulars rules and regulations pertaining to development/revisions of instrument procedures; and knowledge of pertinent Code of Federal Regulations (CFR), Federal Aviation Regulations (FAR), FAA, DoD, Air Force, and International Civil Aeronautics Organization (ICAO) regulations, policies and precedents which affect the flight safety of air travel throughout the world in order to provide guidance and interpretation of their applications to unit TERP specialists. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of military, civil and international TERPS concepts, management concepts and practices and operations requirements of civil engineering rules and regulations relating to airfield waivers, airfield construction, pavement deterioration and airfield markings/signs and identification. Knowledge and skills in applying analytic geometry and techniques to issues or studies concerning the efficiency and effectiveness of development/revision of instrument procedures and operational/performance characteristic of aircraft, navigational aids, radar, and weather. Knowledge of Air Traffic Control procedures, laws rules, and regulations, USAF Airfield Management, FAA Orders/Advisory Circulars rules and regulations pertaining to development/revisions of instrument procedures. Knowledge of and ability to use Air Force Global Procedure Designer (GPD) automation software. Knowledge of TERPS data automation software and the ability to evaluate replacement options. Ability to communicate effectively, both oral and in writing. Ability and experience to staff procedures for coordination and obtain acceptance of proposals. Ability to recommend operating budget proposals to support equipment, travel, and training for ACC TERP specialists. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
