The Nurse Supervisor is a Registered Nurse responsible for administrative, clinical, and clerical functions related to patient care during after-hours, weekends, and holiday hours within the Miami VA Healthcare System. She/He is responsible for managing operational issues and oversight of employees, making critical management decisions affecting the facility's complex operational processes through efficient leadership, critical thinking and collaboration with others.
Duties
The Bruce W. Carter VA Medical Center's main campus provides primary care and specialty health services, including mental health care, substance abuse treatment, palliative and hospice care, and more.
Provides leadership in the application of the nursing process to patient care, organizational processes and/or systems, improving outcomes at the program or service level
Evaluates current practice and formulates outcomes for groups of patients and/or organizational processes within area of expertise
Assumes a leadership role in utilizing problem-solving methodologies to resolve system and/or process problems that impact staff performance, and/or system (s) improvements
Demonstrates professionalism in demeanor, communication, integrity, personal responsibility and ethics, maintaining professional boundaries with patients, families, and employees.
Manages program resources (financial, human, material, or informational) to facilitate safe, effective, and efficient care
Effectively manages assigned resources and identifies creative strategies to increase efficiency within programs, the service, and the medical center
Participates and takes a leadership role in establishing patient care priorities based on patient needs that ensures patient care can be delivered in a safe, efficient, and cost-effective manner
Implements an educational plan to meet changing program or service needs for self and others
Maintains knowledge of current techniques, trends, and professional issues
Uses professional standards of care and practice to evaluate programs and/or service activities
Evaluates policies and procedures and provides suggested written revisions to immediate supervisor
Demonstrates effective communication skills and professional behaviors that promote cooperation and teamwork with internal and external customers
Collaborates with patients, families, health care practitioners, and health care leaders in policy and program development, implementation, and evaluation, as well as in the delivery of care
Refers and consults with the interdisciplinary healthcare team and integrates recommendations for continuing patient care into the plan of care
Initiates and applies a collaborative team approach in identifying, analyzing, and resolving problems at the service or medical center level
Initiates and/or leads interdisciplinary committees, task forces, groups to improve patient care at the program or medical center level
Assists nursing personnel with assessment, implementation, and evaluation of new approaches, procedures, and standards of patient care, based on reliable nursing evidence-based practice investigation

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English.
Education. Graduate of a school of professional nursing.
(1) Education Accreditation Requirement. Nursing education must be from a school of professional nursing accredited by one of the following accrediting organizations at the time the program was completed by the applicant:
(a) The Accreditation Commission for Education in Nursing (ACEN). The ACEN accredits all levels of nursing programs, including clinical doctorate, masters/post master's certificate, baccalaureate, associate and diploma nursing education programs. (Note: The National League for Nursing Accrediting Commission/NLNAC changed its name to ACEN in May 2013. ACEN's website may be utilized to verify accredited programs using automated inquiry processes; however, for verification of any nursing program's accreditation prior to 1998, an automated inquiry cannot be used and ACEN must be contacted directly via their email contact information on the ACEN website to verify.); or
(b) The Commission on Collegiate Nursing Education (CCNE).The CCNE is an accrediting arm of the American Association of Colleges of Nursing (AACN) and accredits nursing education programs at the bachelor and master's level.
(2) Nursing Bridge Programs. Nursing bridge programs are accelerated nurse education programs which rely upon existing nursing knowledge and education. Graduates from nursing bridge programs that meet accreditation requirements specific grade level requirements in this standard must also be met in addition to the following:
(a) Master's Level Bridge Program Education Appointments Prior to Graduation. Individuals attending a master's level bridge program in nursing who achieve the level in their education in which they have completed coursework equivalent to a bachelor's level degree in Nursing may have opportunity to become registered as a nurse with a state licensing board prior to completion of the bridge program. Upon achievement of a State license, the individual may be appointed on a temporary basis for any period up to three years contingent upon full completion of the professional nursing education program, if education verification provided by the school supports the Bachelor of Science in Nursing (BSN) equivalency. Upon successful completion and graduation from the bridge program, the Nurse may be converted to a permanent appointment under the provisions of section 7401(a)(1) of title 38. Failure to complete the bridge program on which the temporary appointment was based will result in termination of the appointment.
Licensure and Certification. All Nurses must possess and maintain an active, current, full and unrestricted license as a Nurse to practice in a State, Territory or Commonwealth of the United States, or in the District of Columbia.
Grandfathering Provision. All persons employed in VHA in this occupational series and performing the duties as described in the qualification standard on the effective date of this qualification standard are considered to have met all qualification requirements for the grade held including positive education and licensure/certification.
Grade Determinations: In addition to the basic qualification requirements, the following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade:
Nurse I Level I - Delivers fundamental, knowledge-based care to assigned clients while developing technical competencies. Has a diploma or associate degree in nursing with no professional nursing experience.
Nurse I Level II - Demonstrates integration of biopsychosocial concepts, cognitive skills and technically competent practice in providing care to clients with basic or complex. Has a diploma or associate degree in nursing and one year of specialized nursing experience equivalent to a Nurse I, Level 1 OR a Bachelor's degree in nursing and no professional nursing experience.
Nurse I Level III - Demonstrates proficiency in practice based on conscious and deliberate planning. Self-directed in goal setting for managing complex client situations. Has a diploma or associate degree in nursing and two years of professional nursing experience, one of which is a year of specialized nursing experience equivalent to Nurse I, Level 2. OR Bachelor's degree in nursing and one year of professional nursing experience equivalent to Nurse I, Level 2. OR Master's degree in nursing and no professional nursing experience. OR Master's degree in a related field with a bachelor's degree in nursing with no professional nursing experience.
Nurse II - Demonstrates leadership in delivering and improving care through collaborative strategies. Has a Bachelor's degree in nursing and two years of professional nursing experience, one of which is a year of specialized nursing experience equivalent to Nurse I, Level 3. OR Master's degree in nursing with one year of specialized nursing experience equivalent to Nurse I, Level 3. OR Master's degree in a related field with a bachelor's degree in nursing with one year of specialized nursing experience equivalent to Nurse I, Level 3. OR Doctorate degree in nursing with no professional nursing experience. OR Doctorate degree in a related field with a master's or bachelor's degree in nursing with no professional nursing experience.
Nurse III - Executes position responsibilities that demonstrate leadership and experience in management of complex client care. Master's degree in nursing with two years of specialized nursing experience, one of which is equivalent to Nurse II and meets all dimension requirements for Nurse III. OR Master's degree in a related field with a bachelor's degree in nursing with two years of specialized nursing experience, one of which is equivalent to Nurse II and meets all dimension requirements for Nurse III. II-G6-10 OR Doctorate degree in nursing with one year of specialized nursing experience which is equivalent to Nurse II and meets all dimension requirements for Nurse III. OR Doctorate degree in a related field with a master's or bachelor's degree in nursing with one year of specialized nursing experience equivalent to Nurse II and meets all dimension requirements for Nurse III.
Preferred Experience: Two (2) to three (3) years of Nursing Leadership and/or Critical Care experience; MSN preferred.

Physical Requirements: This position requires visual acuity, keen hearing, clear distinctive speech, and manual dexterity. This position requires potentially long periods of continued walking, standing, stooping, sitting, bending, pulling, and pushing. Transferring patients and objects may be required. Mechanical inpatient lifts are provided. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing in isolation situations, operative invasive procedures, or home settings. The incumbent may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient needs. Must complete annual Employee Health requirements, as a condition of employment.
