This position is assigned to the Fitness, Sports, Aquatics, and Deployed Forces Support Branch (N921); Fleet Readiness Division (N92); Commander, Navy Installations Command (CNIC); Joint Base Pearl Harbor-Hickam, HI. The position functions as the Deployed Forces Support (DFS) Manager and is responsible for providing recreation program management and training to afloat recreation program personnel and coordinating recreational service support to homeport and visiting fleet units.
Duties
Recreation Program Management duties comprise 65% of incumbent's time and include but are not limited to:
Manages and delivers programs to the shipboard community and facilitates fleet participation in departmental activities.
Provides training to Recreation Services Officers and Recreation Fund Custodians through facilitation of the CNIC Afloat Recreation Program Management Course.
Provides technical training and guidance in the functional areas of afloat recreation programs, accounting, auditing, procurement, general program administration and fund management.
Leads and coordinates shipboard participation in the Joint Base Pearl Harbor-Hickam, Morale, Welfare and Recreation (MWR) Department programs as well as assisting ships in the development of command-sponsored activities.
Sponsors additional recreation programs for individual ships, squadrons, groups or ships in port, as needed.
Surveys home-ported ships to determine exercise/recreation equipment needs, both short and long term.
Provides outreach to visiting ships and rotationally deployed commands to Joint Base Pearl Harbor-Hickam including but not limited to; organizing trips, tours, hotel stays and other recreation functions.
Provides pre-deployment briefs upon request for families of deploying ships.
Acts as primary MWR coordinator for the biennial Rim of the Pacific (RIMPAC) Exercise which hosts ever 40 ships from approximately 30 different countries. Planning includes pre, mid and final planning conferences taking place over a 12-month span.
Recreation Program Administration duties comprise 35% of incumbent's time and include but are not limited to:
Maintains property management records, hand receipt files, and property location information.
Develops and justifies the overall budget and financial goals for the Deployed Forces Program.
Ensures that both NAF and APF funds are expended properly and judiciously within the limits of budgetary plans.
Assures that facilities and equipment are well maintained, safe, cost-effective to operate maintained and suited to the needs of the varied programs and clientele.
Conducts studies to determine the adequacy of present equipment and facilities.
Maintains computerized inventory of all parts, recreation gear and fitness equipment for CNIC reporting.
Prepares naval messages/e-mails, DD forms 1149s, 1348s (transfer and disposition) in support of program requirements.
Prepares and updates Standard Operating Procedures (SOPs) as needed.
Prepares and updates ship pre-arrival information and creates boarding packets.
As a qualified course facilitator for the Afloat Recreation Program Management Course, provides required training to on-board recreation staff (at least once per quarter).
Trains Recreation Fund Custodians via financial workshops in the electronic management of the afloat recreation fund.
Ensures compliance with MWR Safety Programs as well as safety practices promulgated by federal law and Navy safety instructions and regulations established for the Deployed Forces Program and facilities.
Ensures compliance with an accident prevention program to eliminate unsafe conditions and practices which may result in injury to patrons, self, equipment or property.
Requirements
- Must pass all applicable records and background check.
- Must successfully pass the E-Verify employment verification check. Any discrepancies must be resolved as a condition of employment.
- Must pass a pre-employment physical examination at a military medical facility to verify fitness for duty as part of the medical surveillance program.

A qualified candidate possesses the following:
Knowledge of policies and procedures regarding the expenditure and accountability of Appropriated and Non-appropriated funds.
Knowledge of functional areas or recreation program accounting, auditing, procurement, general program administration, and funds management.
Knowledge of the principles, concepts and techniques of recreation, Navy policies, organization and administration in order to provide direct assistance on a daily basis to fleet units.
Knowledge of the maintenance and repair of fitness equipment.
Knowledge of exercise equipment suitable for shipboard use.
Skill in designing shipboard fitness spaces.
Skill in both written and oral communication to communicate with homeported and visiting afloat commands, various managers of Joint Base Pearl Harbor-Hickam, MWR Department personnel and members of the local communities to arrange for recreational activities for the fleet.
Skill in the use of Microsoft Office Suite software (e.g. Word, Excel, PowerPoint; etc).
Ability to maintain a clear and accurate database.
Ability to represent the department and speak in front of both small and large groups.
Education
