This position is located in the Office of the Chief Financial Officer, National Finance Center, Office of the Deputy Director, Human Resources Management Staff. This is a developmental position leading to the full performance level Human Resources (HR) Specialist (Classification/Recruitment and Placement) GS-0201-12.

Duties

Provide assistance to senior HR Specialist in ensuring personnel actions are processed in accordance with established time frames and commitments. Review personnel actions related to classification and recruitment and ensure they are complete and accurate. Use an automated system for inputting personnel information and maintaining personnel actions and records. Review and maintain employee records by using an electronic personnel systems.

Qualifications

You must possess specialized experience and/or education to be considered eligible for this position. If using education to qualify for this position, a legible copy of your college transcripts is required to be attached to your application prior to the closing date of the announcement; applicants who fail to submit their transcripts will not be given credit for their education. Your application or resume must clearly show that you possess the appropriate specialized experience requirements. Specialized Experience: To qualify for the GS-05: Have at least one (1) year of specialized experience, equivalent to the GS-04 level in Federal Service or equivalent responsibility in the private sector/pay systems with the particular competencies to successfully perform as a Human Resources Specialist (Classification/Recruitment & Placement). Such experience includes: 1) Reviewing and processing a full range of Human Resource actions in accordance with appropriate laws and regulations; 2) Establishing and maintaining electronic official personnel folders in accordance with Federal and agency policies and procedures; 3) Utilizing guides and procedures for instructions on processing and coding personnel actions; 4) Assisting with analyzing, identifying and resolving personnel and payroll related issues; 5) Planning and organizing work; 6) Communicating effectively both orally and in writing; and 7) Performing mathematical calculations in order to determine personnel service computation dates and appropriate pay adjustments. OR Successfully completed four (4) years of education above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college, or university. One year of full­time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. OR General Experience: Three (3) years of progressively responsible experience, one (1) year of which was equivalent to at least GS-4, that demonstrates the ability to: 1.Analyze problems to identify significant factors, gather pertinent data, and recognize solutions; 2. Plan and organize work; and 3. Communicate effectively orally and in writing. Such experience may have been gained in administrative, professional, technical, investigative, or other responsible work. Experience in substantive and relevant secretarial, clerical, or other responsible work may be qualifying as long as it provided evidence of the knowledge, skills, and abilities (KSA's) necessary to perform the duties of the position to be filled. Experience of a general clerical nature (typing, filing, routine procedural processing, maintaining records, or other nonspecialized tasks) is not creditable. Trades or crafts experience appropriate to the position to be filled may be creditable for some positions. OR Combination of education and experience: Have equivalent combinations of successfully completed specialized experience and undergraduate education that makes up 100% of the qualifications required for this position. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
