The primary purpose of this position is to serve as a Combat Arms Instructor, performing all weapons training, qualification and scheduling for all United States Air Force Academy personnel and the United States Air Force and United States Space Force Colorado Front Range Bases in accordance with Memorandum of Agreements.

Duties

Manages Installation and Supported Units Small Arms/Light Weapons (SA/LW) Training Program; Serves as the Combat Arms Scheduler and Provides Service and Support to Unit Weapons Schedulers. Instructs students through assigned blocks of instruction at basic and/or advanced training/administrative levels of Combat Arms Training and Maintenance Instruction courses. Plans, develops, executes, and evaluates live firing qualification training. Performs CA training duties and promotes weapons and range safety. Performs field maintenance, minor repairs, and inspection of SA/LW. Manages and/or performs Armory operations duties to safeguard DoD weapons, ammunition and equipment as well as privately owned weapons. Security Forces (SF) Staff Augmentee. Performs installation access control, force protection patrols and crowd control duties during routine operations, special events and contingencies as directed. Patrols buildings, facilities, or areas to prevent theft or damage to government property.

Qualifications

Conditions of Employment Continued: Must wear a uniform and meet applicable USAF Dress and Appearance standards. Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays. Incumbent will be exposed to the day-to-day dangers associated with law enforcement and security duties. This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. High School Diploma or GED is desired. Graduation from the Combat Arms Apprentice Course and Combat Arms Craftsmen Course is requirement upon hiring. (Reference AFI 36-2226). Must maintain standards in accordance with AFI 31-117, Armin and Use of Force by Air Force Personnel and Personnel Reliability Assurance Program. Qualifications for Employment: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s); Performing all weapons training; to serve as a Combat Arms Instructor and have knowledge of Armory operations and procedures. Supervises and coaches personnel during live-fire operations on marksmanship fundamentals, proper weapon handling procedures; Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. OR EDUCATION: One full year of graduate level education with a major study in education or subject area related to the position to be filled OR a bachelor's degree in education or a subject area related to the position with Superior Academic Achievement. NOTE: You must submit copies of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of principles and techniques of instruction used in CA weapons training and firing range instruction. Knowledge of CA facilities management, including maintenance, classrooms, firing range structures, munitions buildings, and weapons vaults. Knowledge of small arms and maintenance requirements. 2. Knowledge of instructional design and materials development for assigned courses. Knowledge of training aids and devices used in training programs, including the skill and ability to demonstrate operation, maintenance, and combat employment of all weapons used in the course of instruction. 3. Knowledge of applicable USAF, Federal, and DoD law enforcement and security rules, regulations, instructions, practices, principles and procedures including force protection, integrated base defense, anti-terrorism and physical security. Knowledge of SF augmentee procedures and operating methods to perform the full range of police officer activities independently to include protection level resources, installation entry control, armed response, and dispatch. 4. Skills must qualify and maintain qualification on applicable weapon systems IAW local SOPs and signed agreements with USAFA. 5. Ability to communicate effectively, both orally and in writing. Ability to train and evaluate instructors and students in the classroom on instruction techniques of assigned weapons. Ability to provide direct budget input. Knowledge of USAF supply and equipment system. Must be able to project voice in outdoor areas and be heard by 100 plus trainees and/or students. 6. Ability to establish effective working relationships with SF branch/section chiefs, contributing to a cooperative work environment and successful accomplishment of the mission. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. At the time the active duty member applies for a civil position, he or she must submit a "certification" memo in lieu of a DD-Form 214, Certificate of Release or Discharge from Active Duty. Active duty members applying for a civil service position without submitting a valid certification memo or DD-Form 214 with their application will render the member ineligible for the position.
