You will serve as a INSTRUCTIONAL SYSTEMS SPECIALIST for the Navy Education and Training Command at the CENTER FOR SEABEES AND FACILITIES ENGINEERING.

Duties

You will provide quality assurance, educational standardization, oversight of assigned curriculum, educational tools, technical training solutions, and support of professional development continuums throughout assigned functional areas. You will work within teams of Training Managers and Specialists to oversee and implement the training solutions, develop criteria, draft policy for curriculum, and provide professional instructional systems development advice and support. You will liaise with the academic community and military and civilian research organizations for the purpose of staying current on advances in training development and delivery. You will be the resident expert in training management and program analysis providing expert advice on programmatic aspects of instructional systems design, training and cost analysis, and budgetary requirements for products and services. You will review and recommend approval of policies/procedures; curricula; instructional methods/techniques; qualifications of staff/faculty; adequacy and utilization of training aids/devices, facilities, equipment, testing, and student counseling. You will conduct research and studies to identify new methodologies, technologies, and techniques to improve the delivery of training, and oversees the integration of research results and analyses into training programs and systems.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Overtime may be required.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of Instructional System Specialist experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Conducting analyses of occupational areas or jobs to determine requirements for instructional systems or development of training programs; 2) Applying instructional program evaluation theories and strategies to assess the effectiveness and efficiency of instructional programs; 3) Developing and revising instructional materials for courses or occupations; and 4) Developing objective tests and other instruments to measure student achievement. Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: :

Applicants must possess a degree that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas:

  1. Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.
  2. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.
  3. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.
  4. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.
  5. Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.

3 years of progressively higher level graduate education leading to a Ph.D. degree
