Duties
The Assistant Chief Nurse, Quality and Patient Safety (QPS) Service executes leadership that is characterized by substantial and continuous responsibility and accountability for population groups or integrated programs for the entire health care system that cross service and/or discipline lines. It influences organizational mission and health care and is defined by the four dimensions outline in the Nurse Qualification Standards and is specific to the grade as follows:
Nurse IV: Executes position responsibilities that demonstrate leadership, experience and creative approaches to the management of programs and complex patient care. The Nurse IV is an EXPERT nurse who functions as a consultant, administrator, educator and subject matter expert who has a wide range of experience which demonstrates leadership and performance that is broad enough to improve care for large groups of patients through policymaking, risk aversion, harm prevention and other activities as related to patient care and customer service. The Nurse IV must establish, foster and maintain effective relationships with all levels of the organization's personnel and relate effectively with customers, families, and the community as well as program and service leaders at the local and network levels. Key relationships with staff are needed to;
(1) Assist leaders to carry out the functions and activities expected of them,
(2) Contribute ideas and recommendations for the establishment of standard of care, policies, and objectives for the enhancement of programs organization-wide,
(3) Assist in policy making activities as related to overall operations, performance improvement, customer service and the overall functioning of administrative and clinical programs, and
(4) Collaborate with other health care staff to establish and maintain programs that cross service and/or discipline lines and influence positive change, organizational mission and health care. (VA Handbook 5005, Part II, Appendix G6).
The Nurse IV is responsible for the administrative functions of their assigned practice program which includes the documented outcomes at the programs, service or organization-wide level. Programs, service or organization-wide outcomes must be broad and complex and can be demonstrated at any organizational level within a healthcare system, Veterans Integrated Service Network (VISN), or Veterans Administration Central Office (VACO). A program is defined as a substantial coordinated group of activities impacting patients and/or employees. The Nurse IV functions independently as an internal consultant in evaluating program resources and services at the national level.
The Nurse IV facilitates recommendations for systems and/or resource changes that will serve to improve the national work force, resource utilization, works collaboratively with nursing administration and Human Resources to meet resource need. S/he forecasts needs based on trends in the VA and in the community and develops programming accordingly. The position is a key member of the organization's leadership and is directly and indirectly in charge of staff assigned to the QPS Service. The position also has broad oversight over all the complex programs that fall under the QPS umbrella. It is the responsibility of the QPS Assistant Chief Nurse to assure that programs are in compliance with statutory law, accrediting organizations, and VHA regulations, policies, and procedures. A major component of the position involves collaborating in providing leadership for other professionals in the assessment, development, implementation and evaluation of comprehensive and long-term care programs.
The QPS Assistant Chief Nurse oversees quality and performance initiatives throughout the healthcare system, in clinical and administrative services. The incumbent is responsible for providing leadership for evaluating quality, patient safety and improvements through and across service lines.

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English.
Graduate of a school of professional nursing approved by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). The approving official may authorize a waiver of the requirement for ACEN or CCNE accreditation of any degree in nursing provided the college or university has regional accreditation from an accrediting body recognized by the Department of Education at the time of the candidate's graduation and the composite qualifications of the applicant warrant such consideration. In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing.
Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.
Preferred Experience: Minimum of 5 years experience in Quality. Minimum of 5 years experience in Acute Care nursing. Certified professional in Healthcare Quality, LEAN or Change Management practitioner.
Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade:
Nurse IV

Education and Experience Requirement.
Master's degree in nursing and four years of professional nursing experience, one of which is specialized nursing experience equivalent to Nurse Ill and meets all dimension requirements for Nurse IV.

Master's degree in a related field and a bachelor level degree in nursing and four years of
professional nursing experience, one of which is specialized nursing experience equivalent to Nurse
Ill and meets all dimension requirements for Nurse IV.
OR
Doctorate in Nursing and three years of professional nursing experience, one of which is specialized
nursing experience equivalent to Nurse Ill and meets all dimension requirements for Nurse IV.
OR
Doctorate degree in a related field and a master or bachelor level degree in nursing and three years
of professional nursing experience, one of which is specialized nursing experience equivalent to
Nurse Ill and meets all dimension requirements for Nurse IV.
Dimension Requirement. Nurses at Nurse IV must meet ALL the following dimension requirements
to qualify for Nurse IV.
Leadership. Leads health care delivery by leveraging evidence-based practices, industry-leading
research and innovative care models. Drives a shared vision and successfully leads change to
improve performance and attain measurable outcomes at the program or service level.
Business Acumen. Transforms health care by implementing new processes, technology,
informatics and data analytics using business models and fundamental concepts of resource
management at the program or service level.
Inspiring an Industry-Leading Culture. Employs an industry leading, shared decision-making
culture. Cultivates a diverse and inclusive workforce that serves Veterans, families and caregivers
of all backgrounds and builds trust, cultural competencies and catalyzes dynamic teams at the
program or service level.
Communication and Relationship Management. Directs the effective use of relationship
management principles to achieve positive customer service experiences that are consistent with
professional organizational values, beliefs and practices at the program or services level.
Professional and Social Responsibility. Operationalizes a culture of holistic care, health
advocacy and health equity. Applies ethical principles in decision-making at the program or service
level. Advances nursing knowledge through health science research and the translation and
dissemination of evidence into practice to maximize the value to Veterans and the community.
Note regarding MSN degrees: If your MSN was obtained via a Bridge Program that qualifies for professional nursing registration, a BSN is not required.

Physical Requirements: The position requires visual acuity, keen hearing, clear and distinctive speech, and manual dexterity. Prolonged periods of standing and walking extended distances in this 1.2 M square foot facility are required. Occasional travel to any of the outlying 16 facilities in Colorado may be required. Initiates Basic Life Support in accordance with current standards to include automatic defibrillation in life-threatening situations.
