The primary purpose of this position is to serve as an expert computer engineer in the functional area of computer networks and information technology (IT). Incumbent provides a variety of technical services including design, engineering, standardization, integration, testing, transition, and sustainment of systems, applications, services, and products.

Duties
Conducts authoritative engineering design, assessment, evaluation, testing, and integration of computer networks, network infrastructure, network services, and information systems, specifically in the AFIN environment.
Develops network and IT engineering products used by Air Force personnel.
Provides technical engineering, managerial, procedural, and policy guidance.
Manages assigned tasks, projects, and areas of responsibility.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, Computer Engineering Series 0854.
BASIC REQUIREMENT:
Education: Degree in Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

Combination of education and experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering (all-professional-engineering-positions-0800.pdf (opm.gov)).
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes mastery of knowledge and skill in applying, advanced theories, concepts, and principles practiced in the science of computer engineering, including knowledge of computer hardware, computer software, information system integration, and international standard networking protocols; Expert knowledge in conducting authoritative engineering design, evaluation, and assessment of IT computer, communications, and information systems and products planned for the AFIN; Knowledge in analyzing and altering requirements for communications and information systems, computer and network products, and software applications supporting Air Force systems and infrastructure programs; Expert knowledge of design and ability to employ complex and highly representative laboratory test configurations to evaluate performance and technical characteristics of systems, products proposed for integration into operational Air Force systems and networks.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Mastery knowledge of computer and network engineering, of, systems/program operations, systems architectures, facilities, hardware, software, policies, concepts, practices, and methodology, both in the Federal Government and private industry. In depth technical knowledge of, and practical skills in, networks to include wired and wireless networks, communications, protocols, and network equipment operating systems. Thorough knowledge of communications, computer, and information systems design.
Expert knowledge of standards, policy, and guidance in the following areas: computer networks, communications, IT, information systems hardware, software, operating systems, and internet protocol standards. Demonstrated knowledge and capability in developing policy, plans, and procedures.
Thorough knowledge of the acquisition and life cycle process for IT and knowledge in emerging IT and networking trends. General knowledge in present and emerging computer and communications technology is also required. Know ledge of and ability to develop project management plans, guidance and procedural documents, and technical reports.
Skill and ability to speak and write effectively, and to understand and discuss highly complex and abstract concepts with key government officials, industry officials, and other military and civilian personnel.
Ability to make accurate decisions under pressure of tight deadlines, present highly technical ideas, gain cooperation and stimulate action.
Ability to organize and control large, highly critical, complex programs, those having a number of program segments, or which are urgent and controversial.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
